Description
The U.S. Fish and Wildlife Service is anticipating negotiating and awarding, one (1) Firm-Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architectural and Engineering (A/E) Services in accordance with FAR Subpart 36.6, A/E selection procedures. This contract will require Title I, II, and III Architect/Engineer (A/E) services related to the Service Bridge Safety Program. The work performed under this contract will be used to identify urgent bridge-related safety issues; develop short- and long-term bridge maintenance, repair, rehabilitation, and replacement needs; maintain Service bridge SI&A data; and prepare annual submittals of National Bridge Inventory (NBI) data to the Federal Highway Administration (FHWA). The solicitation will be open to all businesses regardless of size. The North American Industry Classification System (NAICS) Code is 541330, Engineering Services, which has a current Small Business size standard of $25.5 million or less in average annual receipts over the last 3 years. The IDIQ contract will have One Base Year and Four Option Years, which has a total of five years if option years are exercised. The anticipated award value is a range of $5,000 up to $2,400,000 annually. Task orders will be issued on an as needed basis. The A/E contractor awarded the contract will be required to provide annual service bridge inspections consisting of three inspection trips: one each in the spring, summer, and fall. During these three trips through the year, the A/E will inspect approximately 300-350 vehicular bridges nationwide, grouped more or less geographically, either in the Eastern half or Western half of the United States. A subcontracting plan will only be requested by the most highly qualified firm once the evaulations of the SF 330�s and interviews have been completed. The previous award contract for these services is 140F0519D0001. One IDIQ contract will be issued resulting from the negotiations with an award to the offeror(s) providing the best value based on the following evaluation factors that will be outlined in the solicitation: 1) Past Performance 2) Key Personnel 3) Professional Qualifications 4) Adequacy of Resources 5) General Project Approach 6) Compliance with the Standard Form 330 instructions. Detailed requirements will be listed within the solicitation once it is issued. The solicitation for this requirement will be issued in electronic format only and will be made available online sometime on or around January 31, 2024, via the System for award management website at www.sam.gov.
