Description
PSNS & IMF requires International Marine and Industrial Applicators (IMIA) 7884 Spanish Fort Blvd., Spanish Fort, AL 36527-5342 to provide preservation services of a 4a Main Ballast Tank (MBT) on an OHIO class submarine in Bangor, WA. TRF originally planned to have available resources to cover the work indicated. Fluctuating workload requirements and evaluation of current shipyard priorities now indicate that TRF does not have the required resources to offer at this time. As the ship will be entering dry dock in a short period and this particular tank (#4A MBT) was not preserved in previous availabilities, it is requested that #4A MBT be blasted and preserved and scaffolding be provided to complete the preservation requirements for the preservation cycle requirements to maintain the coating duration plan. Should the completion of the preservation of #4A MBT lead to delays of the work required, delays will overflow to the overall availability schedule of the submarine. Any delays in the repair schedule could cascade into future availability schedules of other United States Navy Submarines. These delays would cause a detriment to the readiness of the United States Naval Fleet and that reduction of readiness is a serious threat to the overall National Security of the United States. Awarding a sole source contract is the most expeditious path forward and minimizes the impact to mission schedules throughout the entire United States Naval fleet. Additionally, IMIA is the only approved contractor with access to the Lower Base of Kitsap Naval Base (TRF). Obtaining base clearance for other contractor entities would drastically extend the period of performance of this requested work package. IMIA has all the required facilities and equipment ready and is in standby for accomplishment of this requested tasking.
