- PURPOSE: The Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Information (RFI) on behalf of the Combatant Craft & Boats Program Office (PMS-300) to disseminate to industry information on the anticipated acquisition and alteration (Turn-Key solution) of up to three (3) Offshore Supply Vessels (OSV) sister-ships (preferred, and as defined by American Bureau of Shipping) for the Commander, US Pacific Fleet. �The OSVs, re-designated as a Pacific - Training Support Vessel, hereafter referred to as P-TSVs, will support the requirement for distributed, deployable Joint Live, Virtual, Constructive (JLVC) training capability for exercises occurring throughout EASTPAC, MIDPAC and WESTPAC. The OSVs shall be altered to meet the requirements of the Draft Specification attached. The Navy is interested in industry feedback to the attached draft specification (Attachments 1 - 3). This includes, but is not limited to, industry recommendations, questions, and concerns. Please utilize the �General Feedback� tab in Attachment 4 as the template to submit industry feedback on the draft specification (Attachments 1-3).� The Navy is also interested in receiving a Class D Estimate price for the vessel and by alteration specification including, but not limited to, estimated hours, labor price, material price, and estimated total price. Class D estimates are required prior to completion of the design or preparation of detailed specifications, reflecting the uncertainty associated with having incomplete information available for estimating purposes. It is usually exploratory in nature and is prepared to perform trade-offs and cost analysis. Variance is not expected to exceed 20 percent. Please utilize the �Class D Estimate� tab in Attachment 4 as the template to submit the Class D Estimates on the draft specification (Attachments 1-3). In addition to feedback on the draft specification, the Navy is pursuing information regarding price, duration estimates, and regulatory/logistical challenges of vessel delivery from Gulf of Mexico region to San Diego, CA, for P-TSVs with a nominal length overall (LOA) of 230 to 280 feet.� The OSVs would be US-flagged. Price estimate should include, but not be limited to, crew, supplies, fuel, customs fees, Panama Canal fees, maintenance, spares and support during the delivery, and any other associated fees or costs. Price estimate should be provided on a per vessel basis. The Navy also seeks feedback on the pros/cons of delivering two (2) vessels at the same time. When preparing the estimate, assume that the P-TSVs have just finished a yard period and are in good operating condition. A dead tow is also an option for which feedback may be provided. OVERVIEW: The P-TSV Project encompasses efforts to solicit a contract for the purchase, alteration and delivery of up to two (2) existing OSV (sister-ships preferred) that will be altered by the contractor to meet the requirements of the DRAFT specification attached. This RFI is requesting industry feedback on the attached draft specification (Attachments 1- 3) and information related to the price, time of delivery, and regulatory/logistical challenges of delivering these vessels. INFORMATION SOUGHT: Interested parties are free to submit any information which may assist the Navy in its market research. 1. Provide a description of the company's relevant experience. 2. Provide location of the company. 3.Provide company contact information. 4. Provide feedback to the DRAFT Specification (Attachments 1-3). Industry feedback is requested, but is not limited to, the following: a. The Navy requests feedback on the ability of a converted OSV to meet the seakeeping and stability requirements of Ship Specification Sections 5.070 and 5.079. b.The Navy requests feedback on the typical HVAC arrangement of OSVs and whether staterooms have individual temperature control (Section 5.512b). c. The Navy requests feedback on the potable water system (Section 5.532) requirements, specifically regarding whether existing OSVs are built to IPC, CDC Vessel Sanitation Construction Manual, and NSF Standard 372 requirements. d. The Navy requests feedback on the shore power station requirements (Section 5.320d) and impact to existing OSV switchboard and electrical distribution system equipment. 5. Provide an estimated delivery price and notional total timeline of delivery � no specific dates required. Assume delivery occurs in 2025 for pricing. 6. Provide a Class D estimate of total price by estimated hours, labor price, and material price for the vessel and the alteration specification. 7. Note: All responses received will be reviewed by the Government. The Government is not obligated to pursue any particular acquisition alternative because of this RFI. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. Not responding to this RFI will not preclude participation in any future solicitation, if one is issued. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. This RFI is open to all U.S.-only interested parties.� Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government is not liable for any damages arising from the release of any proprietary information not properly marked and clearly identified. Properly marked and clearly identified proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.
