Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C262-24-AP-2035 Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22, Greater Los Angeles VA Healthcare System; West Los Angeles VA Medical Center. 2237#: 691-24-2-5090-0570 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Greater Los Angeles VA Healthcare System, West Los Angeles VA Medical center requires an emergency repair and replacement of the sewer line in Building 33. The Government requires a contractor to provide all parts, labor, equipment, and materials to replace 120 of sewer line. The estimated contract value for this requirement is: $52,000.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: In accordance with FAR 13.106-1(b), this justification serves to support the single source award of a contract for emergency repairs to the sewer line within Building 33, located at the West Los Angeles VA Medical Center to JohnsonDanforth, Inc. (SAM UEI: TFC8L4UHKE15). This requirement arises from an emergency characterized by the formation of FboNotices entering the sewer line. This caused a broken sewer pipe, resulting in all restrooms being shut down within Building 33. The circumstances aforementioned have created the impairment of healthcare delivery capabilities of the West Los Angeles VA Medical Center, affecting both government personnel and patient care. JohnsonDanforth, Inc. is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) with a proven track record of delivering comprehensive mechanical and infrastructure solutions across the Federal Government, specifically healthcare environments. Their demonstrated expertise in addressing similar issues in healthcare facilities, coupled with their SDVOSB certification, and past performance history, position them as a capable and qualified entity for this time-sensitive requirement. Given the critical nature of having restrooms with proper sewage drainage in Government building providing healthcare services, any delays in addressing this issue could lead to potential disruption of patient care, environmental hazards, and compromised facility integrity. While the use of competition is encouraged in federal contracting, the exigency of this requirement, coupled with JohnsonDanforth, Inc s qualifications, renders it impracticable to consider alternative contractors without risking unacceptable delays and impairment of healthcare delivery. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted utilizing the querying of SBA s Veteran Small Business Certification (VetCert), System for Award Management (SAM), and Federal Procurement Data System (FPDS). Results from VetCert found 1,744 certified SDVOSB and VOSB contractors registered to conduct business with the Federal Government. Additional verification was conducted within VetCert to ensure JohnsonDanforth s socioeconomic status as a SDVOSB concern. JohnsonDanforth, Inc s status was positive as an SDVOSB concern. SAM data revealed JohnsonDanforth,Inc. as an active registered business entity to conduct business with the Federal Government through December 2024. FPDS queries provided information pertaining to past procurement history. Two procurements were found to be awarded by Network Contracting Office 22 in the past eighteen (18) months for emergency sewer line repairs . Based on the circumstances as described within section 3 of this document, this requirement has been classified as an emergency procurement. The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available based on urgency. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
