Description

NASA/JSC has a requirement for the manufacture, test, delivery and evaluation of Explosive Transfer Lines (ETL). NASA/JSC intends to issue a sole source contract to acquire the items and services from Ensign Bickford Aerospace and Defense Company. Under the authority FAR 6.302-1(a)(2)(ii) these services and supplies are deemed to be available only from the original source, as this is considered a follow-on contract for the continued development of an existing system of specialized equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Marta Porter, marta.choma@nasa.gov and Kyle Thacker, David.k.thacker@nasa.gov not later than 12:00 pm CST, on January 19th. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
