- NAVSUP FLCN Philadelphia Office Contracting Department located at 700 Robbins Ave Bldg 2B Philadelphia, PA intends to obtain Strategic Thinking Course services which is an executive education program sponsored by Flag Matters and is limited to flag officers, senior executives, and international flag officers from selected navies. The Strategic Thinking Course is a five and a half day senior executive program held at a regionally or nationally accredited university or college. The Strategic Thinking Course will implement a five and a half day program session; including providing instructors, overview of course curriculum content/expectations, administrative support, contractor provided lodging, as well as meals to be included for all participants. This contract will have three (3) course sessions per year. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR subpart 5.2, using Simplified Acquisition Procedures for purchase orders at FAR Part 13, and FAR Part 12 Acquisition of Commercial Items. The government intends to solicit this acquisition on a full and open competitive basis resulting in the award of a Firm Fixed Price contract. This announcement constitutes the only solicitation; a written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted on SAM (https://sam.gov/content/home) under Contract Opportunities. This is the only RFQ for this requirement, it includes all the terms, and conditions as well as applicable FAR, DFARS and NMCARS clauses and provisions with respect to the anticipated purchase order. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 611310 and the Small Business Size Standard is $34.5M. The anticipated contract type is a firm-fixed price to provide three (3) five and a half day Strategic Thinking Course sessions for the Navy Flag Officer Development program. The Government will not pay or reimburse the offeror/quoter for any submission. The Period of Performance is anticipated to start 01 May 2024 through 30 April 2025 with four (4) one-year option periods and one six-month option period that will be exercised in accordance with FAR clause 52.217-8, if necessary. Quoter�s should submit a price on a per session basis for the three (3) five and a half day course sessions per year for Strategic Thinking Course services as described in the PWS.
