Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit, negotiate, and award a fixed price purchase order, on a sole-source basis to Mersen (CAGE: 71424 (USA); 21574 (Canada)) for�High-power disconnect switches, including: QTY 6 four-pole double throw (4PDT) switches, and QTY 4 three-pole double throw (3PDT) enclosed switches. Only the Mersen high-power disconnect switches are capable of meeting the Navy's requirements. No existing Commercial-off-the-Shelf (COTS) disconnect switches were identified that meet requirements. Unique disconnect switches are required to meet the very specific requirements of the Electromagnetic Aircraft Launch System (EMALS)/Advanced Arresting Gear (AAG). Inability to meet electrical requirements is not acceptable for a product required to safely handle high-power electricity.�Mersen is able to fully meet the requirements through customization of an existing switch product line.�This is a procurement through the Foreign Comparative Test (FCT) program sponsored by the Office of the Secretary of Defense (OSD) Office of Naval Research (ONR) Science & Technology.�FCT funding was received as a result of prior research and testing since Mersen is a foreign company. This procurement follows the intent of the FCT program to evaluate existing hardware available by a foreign vendor for a rapid turn-around to meet warfighter�s needs, as opposed to development of a completely new product from scratch which would cost substantially more and take longer to test and qualify. NAWCADLKE intends to procure these items under the authority of 10 USC 3204(a)(1) as implemented in FAR 6.302-1. No solicitation package is available for this procurement. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
