- This is a Notice of Intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health, Clinical Center (CC) intends to award a Firm-Fixed price purchase order to�THE MATHWORKS, INC., 3 Apple Hill DR, Natick, Massachusetts, 01760 on a sole source basis to provide Matlab software, maintenance, and support. The Department of Clinical Research Informatics, directs and implements a broad range of business, research, and clinical programs in support of Clinical Center�s mission. It articulates Clinical Center information technology (IT) strategic plan, forecasts future needs, sets, and implements CCIT policies and procedures. DCRI defines end executes IT management methodologies, encompassing strategic planning, complex organizational structures, technical project management, and business process modeling DCRI plans, monitors, and enforces Information and systems security, It also engineers and oversees the day to day operations the Clinical Center Information technology and data center infrastructures including software, servers, storage, networks, databases, websites, and computing and mobile devices. DCRI Manages IT acquisitions and the associated IT budget for the CC � including the Capital Planning and Investment Control process for all of the CC IT Investments. DCRI guides and supports the CC administrative and scientific staff. In the development and affective use of IT applications and services, it collaborates with other CC departments, Offices, and Centers to Identify IT needs, and to evaluate and implement IT solutions to meet those needs; and It studies, evaluates, and test new technologies, hardware, software, and information systems. DCRI utilizes Matlab as a programing platform to capitalize on the software's powerful data analysis, visualization, modeling, and simulation capabilities including the following: Artificial Intelligence Signal processing and communications I mage and video processing Computational Biology Control systems Test and measurement Computational finance Scope of Work Software licenses for a Matlab Enterprise Agreement for the full suite of software plus the online training suite. The contractor will provide the Matlab Enterprise with an unlimited CC wide license and software support including software updates and 1 year of maintenance and training. Period of Performance One Year The NIH Clinical Center (CC) is a 200-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by �bridges�. The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics.� The new 870,000 square foot facility houses inpatient units and day hospitals.� The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 outpatient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol. The Department of Clinical Research Informatics (DCRI) is responsible for the network infrastructure that supports the technology of all mainframe and desktop computers, and the management and development of applications and databases. The MathWorks, Inc. is the only known source of Institute-Wide Licenses and Software Maintenance in North America. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 513210 with a standard size of $47.0 million. This notice of intent to award is not a request for competitive quotations.� Interested concerns capable of providing the same products or services as described in this notice may submit a capability statement outlining their capabilities.� No solicitation is available. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement.� Capability Statements must be received within the time set forth in this synopsis to be considered by the Government.� A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
