Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 4 (NCO4) intends to sole source a contract for (2) HistoCore AUTOCUT microtome machines for the Lebanon VA Medical Center. All work is to be completed in accordance with statement of Need. This sole source contract will be solicited and negotiated with Government Scientific Source, Inc, 12355 Sunrise Valley Dr, Suite 400, Reston, VA 20191 under the authority of FAR 13.106-1 Single Source Justification. See attached Draft Statement of Work (SON). The North American Industry Classification System (NAICS) code for this procurement is 334516. The Small Business Administration (SBA) size standard is 1000. Interested vendors that can meet this requirement, shall identify their interest and capability, and respond to this notice by 01/22/2024 by 9:00 AM EST. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, ueiSAM Number, Socioeconomic Category, brief description of your business entities capability to handle this project at the Lebanon VA Medical Center. This Special Notice of Intent to Sole Source is for planning purposes only. No solicitation will be made available. This is not a request for quotations. All information shall be provided at no cost or obligation to the Government. Responses must be sent via email to the Contracting Specialist at christa.stine@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely at the discretion of the Government. If no responses are received, Contracting will proceed with the sole source negotiation with Government Scientific Source, Inc. DRAFT Statement of Need Lebanon VA Medical Center Title of Project: The Lebanon VA Laboratory requires the purchase of two (2) additional microtome machines. Scope of Work: The vendor shall provide all resources necessary to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. The contractor shall provide two (2) microtome machines and accessories as outlined in this SON. Background: The Lebanon VA Medical Center has recently built a new laboratory to accommodate expansion of services and requires the purchase of two (2) additional Microtome machines. The microtomes are needed for sectioning of patient tissue to make slides for the pathologist to make a diagnosis. Performance Period: Delivery shall occur within 30 days of contract award with a need date of 3/15/24, in coordination with the POC. Type of Contract: Firm Fixed Price General Requirement: The Lebanon VA Histology Laboratory requires two (2) brand-name HistoCore AUTOCUT microtomes as outlined here. Specifications: Motorized Supply voltage: 100/102/230/240 V AC Frequency: 50/60 Hz Power consumption: 100 VA Protection class: I Power fuses: 2 x T 3.13 AL, 250V Pollution degrees: 2 Overvoltage category: 340 J/S Operating Temp range: +18 C to + 35 C. Temp range during storage: +5 C to 50 C Relative humidity during operation: 20% to max. 80% Non-Condensing. Relative humidity during storage: 10% to Max. 85% Non-Condensing. Sole Source Justification: Lebanon VA Medical Center currently utilized Leica Microtomes, stainer & processor, which are compatible, and would prefer to continue otherwise laboratory results may be compromised or delayed. Warranty of Equipment: Contractor must provide manufacturer(s) warranty on all provided equipment and supplies. Delivery: Delivery of equipment shall be made to: Lebanon VA Medical Center (Attn: Warehouse), 1700S. Lincoln Ave., Lebanon, PA 17042. Biomedical Engineering will need to perform a safety check and enter equipment into the system for Preventive Maintenance (PM) checks. Delivery shall be made during normal Lebanon VAMC warehouse business hours excluding all federal holidays. Lebanon VAMC warehouse business hours are Monday Friday, 7:00 am 11:30 pm and 12:30pm 3:00pm. Federal holidays are: New Year s Day, Martin Luther King Jr. Day, President s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
