Description
Cytotechnologist service for the North Texas VA Medical Center. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources, small and other than small businesses, to perform a potential requirement. Respondents are required to be registered and in good standing in The System for Award Management (SAM) https://sam.gov/content/home Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS code: 561320 and the size standard is $34.M. NOTE: Respondent claiming SDVOSB and VOSB status must be certified in US Small Business Administration s VetCert System, https://veterans.certify.sba.gov Project Requirements: The Contractor shall furnish one (1) Cytotechnologist certified in their respective fields by an accredited program (i.e., American Society of Clinical Pathologists) to provide services and technical assistance to the P&LMS area within the NTVHCS. The services to be performed by the contractor shall be performed in accordance with VA policies and procedures and the regulations of medical staff by laws of the VA facility. Contractor is required to maintain medical liability insurance for the duration of this BPA. Contractor shall indemnify the Government for any liability producing act or omission by the Cytotechnologists and occurring during this agreement. Place of Performance: Contractor shall furnish services at the Dallas VA Medical Center, 4500 S Lancaster Rd. Dallas, TX 75216-7167. Anticipated period of performance: Base plus four (4) one-year options. Base: April 1, 2024 March 31, 2025 Option Year One: April 1, 2025 March 31, 2026 Option Year Two: April 1, 2026 March 31, 2027 Option Year Three: April 1, 2027 March 31, 2028 Option Year Four: April 1, 2028 March 31, 2029 Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide certified Cytotechnologists. The firm must include all certifications, qualifications, and training certificates to perform work on the synopsis below. (2) Each capability statement submittal shall also include the following business information: a. Organization Name b. Organization Address c. Organization UEI Number d. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e. Business size under NAICS 561320 f. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Synopsis SERVICES REQUIRED. Under the authority of Public Law 104-262, 38 USC 153, Contracts and Personal Services and FAR Part 13, the Contractor agrees to provide Health Care Resources in accordance with the terms and conditions stated herein, to the North Texas VA Health Care System, hereafter referred to as NTVHCS. The Contractor shall furnish one (1) Cytotechnologist certified in their respective fields by an accredited program (i.e., American Society of Clinical Pathologists) to provide services and technical assistance to the P&LMS area within the NTVHCS. The services to be performed by the contractor shall be performed in accordance with VA policies and procedures and the regulations of medical staff by laws of the VA facility. Contractor is required to maintain medical liability insurance for the duration of this BPA. Contractor shall indemnify the Government for any liability producing act or omission by the Cytotechnologists and occurring during this agreement. PLACE OF PERFORMANCE. Contractor shall furnish services at the Dallas VA Medical Center, 4500 S Lancaster Rd. Dallas, TX 75216-7167. The contractor shall provide the following personnel: One (1) Cytotechnologist, which will possess the following minimum qualifications: A baccalaureate degree and graduation from a Commission on Accreditation of Allied Health Education Programs (CAAHEP) cytotechnology program Certification by ASCP as a Cytologist (CT) Technical Proficiency: Contractor s technician(s)/technologist(s) shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read, and write English fluently. Contractor shall provide documents upon request to the CO/COR to verify current and ongoing competency, skills, and certification related to the services performed. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all contractor s technician(s)/technologist(s) and shall be responsible for abiding by the Facility's rules, and regulations (referenced herein) that govern medical staff behavior. Credentialing and Privileging: Credentialing and privileging is to be done in accordance with the provisions of VHA Handbook 1100.19 referenced above. The Contractor is responsible to ensure that proposed technician(s)/technologist(s) possesses the requisite credentials enabling the granting of privileges. No services shall be provided by any contractor s technician(s)/technologist(s) prior to obtaining approval by the Dallas VA Medical Center, 4500 S Lancaster Rd. Dallas, TX 75216-7167., if applicable. If a contractor s technician(s)/technologist(s) is not credentialed and privileged or has credentials/privileges suspended or revoked, the Contractor shall furnish an acceptable substitute without any additional cost to the government. VA Full Time Equivalency (FTE): FTE is defined by VA as a minimum of 80 hours every two weeks and does not include holidays. The minimum number of Contractor Technician(s)/Technologist(s) required to be on site on a daily basis is one Cytotechnologist as defined in paragraph 3.1. VA Business Hours. The Contractor shall be responsible for providing coverage to the VA during extended periods of vacancies of the Contractor s personnel due to sick leave, personal leave, vacations, and additional coverage as required. Quality Management/Quality Assurance Surveillance: Contractor technician(s)/technologist(s) shall be subject to Quality Management measures, such as timely completion and quality of work. Contractor performance will be monitored by the government using the standards as outlined in this Performance Work Statement (PWS) and methods of surveillance detailed in the Quality Assurance Surveillance Plan (QASP). The QASP shall be attached to the resultant agreement and shall define the methods and frequency of surveillance conducted.
