Description
** THIS IS A SEEKING SOURCES** Seeking Sources for a future solution to support 1010 oil distribution upgrade. During this construction upgrade, the 1010 refuel/defuel operations will be offline and customer will require either equipment to refuel/defuel storage induction aircraft with 1010 oil for preservation or the on site service of 1010 oil storage and distrobution. Aircraft storage/preservation mission services/fuels, operate engines, and defuel aircraft with MIL-PRF-6081E, Grade 1010 oil / NATO SYM: 0-133 (Product Code: 19002-812068082) to preserve the aircraft for long term storage. Customer is currently postured to have AST (Aboveground Storage Tank) stored 35K Gallons of new MIL-PRF-6081E, Grade 1010 oil supplied to defense aircraft via their fuel distribution pantograph system, which are affixed on the aircraft parking ramp on flightline. The 1010 oil product is defueled, after aircraft engine run and fuel system pressurization, and supplied back to a used 1010 ASTs. Customer has a MILCON project estimated to start in May of FY24 that will overhaul and upgrade this 1010 oil distribution pantograph system, ASTs, Fuel supply/return pumps, and underground piping. Customer is required to continue the Congressional defense divestiture mission to long term store aircraft at their desert facility (the Boneyard) during the expected 8-month MILCON project. Tentative timeline for this project to start is March 2024. The estimated shutdown is for 163 calendar days. We are seeking qualified sources with innovative solutions to distribute 1010 oil to aircraft coming in for storage during the shutdown of pantograph system. Option 1: Company to provide 1010 oil distribution either by truck or Secondary Containment Aboveground Tanks (SCAT) and bowsers. Option 2: Purchase or lease equipment to provide 1010 oil distribution either by truck or Secondary Containment Aboveground Tanks (SCAT) and bowsers. Old 1010 oil can be reused if it does not exceed the limits of the 4 tests that need to be performed (Reference NAVAIR 15-01-500 Chapter 3. Pg 3-37 para 3.43.3.3 and Table 3-7). Test 1. Visual Inspection of no cloudiness, haziness, visible droplets, particles or sludge, Test 2. Flash Point remains above 206 degrees Fahrenheit (minimum), Test 3. Water content of 120 ppm or below, and Test 4. Particulates (Solids) no greater than 2.0 mgl. Please confirm interest and capability.
