- 1/23/2024 - Announcement updated to attach a PDF document of the slides presented for the virtual Industry Day held on 1/18/2024.� THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the National Aeronautics and Space Administration (NASA)/John C. Stennis Space Center (SSC) to post a preliminary draft Performance Work Statement (PWS), announce our upcoming Virtual Industry Day, and solicit information from potential sources for Multi-Center Administrative Support Services (MCASS). The services are to be delivered to the John C. Stennis Space Center (SSC), Mississippi; Johnson Space Center (JSC), Texas; White Sands Test Facility (WSTF), New Mexico; Kennedy Space Center (KSC), Florida; Marshall Space Flight Center (MSFC), Alabama; and Michoud Assembly Facility (MAF), Louisiana, as well as other locations identified in the future (collectively referred to as Centers). This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. NASA will be holding a Virtual Industry Day event for interested parties on Thursday, January 18, 2024, at 9 AM CST. The event is expected to last about 60 minutes and will include information related to the MCASS. Attendance is not mandatory, but please note, additional clarity regarding�the draft Performance Work Statement (PWS) for this requirement will be shared with those in attendance. The industry day will be accessible via Microsoft Teams with a meeting invitation. To receive the meeting invitation, vendors shall RSVP to Rachel Clayton at rachel.clayton@nasa.gov AND Johnny Hisaw at johnny.m.hisaw@nasa.gov no later than (NLT) January 15, 2024. Please provide names of attendees and email address(es) for all expected to attend. Also, any questions related to the event shall be submitted via email to Rachel Clayton and Johnny Hisaw NLT January 15, 2024, as there may not be time to address all questions during the event.� The event will not be recorded. Be advised that by your participation in the Virtual Industry Day, you consent to your identity and or any image used to join the meeting being visible to other participants. If interested vendors who believe a one-on-one meeting with the Government would be helpful or beneficial, subsequent one-on-one meetings shall be requested in writing and will be scheduled for no more than 20 minutes. Submit your request in writing to the Contracting Officer, Rachel Clayton at rachel.clayton@nasa.gov AND Johnny Hisaw at johnny.m.hisaw@nasa.gov.� No requests will be accepted after January 19, 2024.� NASA/SSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for (MCASS). The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. These services are currently being provided under the current Dual Administrative Support Services (DASS) contract which was issued and awarded under an 8(a) set-aside. It is anticipated that this action will also be issued as a competitive 8(a) set-aside. It is anticipated that any award will be made in the form of a five (5)-year, single award, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract. The NAICS Code for this acquisition is 561110 and the size standard is $12.5M.� The current workforce consists of approximately 275 WYE, however, may fluctuate based on agency needs. Interested firms having the required capabilities necessary to meet the requirement described herein should complete and submit Attachment 1. Any additional narrative information you wish to provide is limited to no more than 2 pages and should focus on the ability to perform all aspects of the effort at all centers (Multiple Geographically Dispersed Locations). Your response to the capabilities should contain at a minimum the following:� Company Name, Address, POC & Phone Number Size of Business: Large or Small Indicate all applicable Small Business Categories if any (i.e. SB, (8a), SDVOSB, HubZone, WOSB, EDWOSB,� Average Annual Revenue for the past three years. �(Indicate years i.e �2021-2023) Identify number of years in Business / Identify number of employees Indicate any Affiliate Information (Partnership/JV, Prime, Subcontractor, Partner, Teaming agreement.) Indicate Applicable NAICS Codes DUNS/CAGE/UEID Show Capability to support a project of this Magnitude Identify all locations you can perform these MCASS services Provide evidence showing capability to support each center SSC, JSC, KSC, MSFC, WSTF, MAF, and any other location. Responses to the below questions, if any. Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the preceding definition of ""equity."" Equity means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality. NASA seeks input in the following areas: To support the requirements identified in this request for information (RFI)/sources sought notification, what barriers or opportunities exist to engage subject matter experts from industry and academia and how can those barriers be overcome? How can underserved communities be leveraged? To support the requirements identified in this RFI, what barriers or opportunities exist to partner with subcontractors that employ members of underserved communities, as defined above? What other recommendations would you make to enhance diversity and inclusion? What should be considered to encourage full participation and contribution of organizations and individuals (e.g., outreach efforts and innovative partnerships) in performance of this requirement?
