Description
FUSRAP Remedial Action Contract Pre-solicitation - Synopsis The United States Army Corps of Engineers (USACE) intends to award a five-year indefinite delivery/indefinite quantity (IDIQ) single award task order contract (SATOC) to include the remediation of the Formerly Utilized Sites Remedial Action Program (FUSRAP) site located at the Former DuPont Chambers Works site in Deepwater, NJ.� The Government intends to award a firm fixed price contract to the responsible offeror whose proposal conforms to the terms of the RFP notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through the Best Value Trade-off process (FAR 15.101-1). Offerors should review the entire solicitation once it is posted. Information within this pre-solicitation notice is subject to change. The solicitation is anticipated to be issued and provided in an electronic format, free of charge, in Procurement Integrated Enterprise Environment (PIEE) Solicitation System. To familiarize vendors with the system, please go to: https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml The USACE is conducting the environmental remediation of the Site.� Specifically, USACE is addressing radiological contamination at the Site, resulting from past uranium refinement processes performed for the Office of Scientific Research and Development (OSRD), the Manhattan Engineer District (MED), and Atomic Energy Commission (AEC) in the early years of the nation�s atomic energy program.� Constituents of concern are uranium, thorium, and radium; specifically, Uranium-234 (U-234), Uranium-235 (U-235), Uranium-238 (U-238), Thorium-230 (Th-230), and Radium-226 (Ra-226).� The Scope of Work (SOW) for the SATOC includes the removal of radioactively contaminated soil and ancillary groundwater from Areas of Concern (AOCs) at the Chambers Works property in accordance with the Record of Decision (ROD) (USACE, 2013) and Explanation of Significant Differences (USACE, 2024).� Remediation services may also include other identified contaminated areas at the DuPont Site as a result of ongoing investigation work. The Contractor shall be responsible for fully executing this work by conducting required environmental remediation services for which the USACE is responsible; addressing any and all environmental, scheduling, and regulatory issues; and, assuming contractual liability and responsibility for the achievement of the performance objectives for the regulatory closure effort at the project site, which is the Former DuPont Chambers Works site, now owned and operated by Chemours.� The Contractor shall be responsible for work that will provide site closure in coordination with USACE for the FUSRAP hazards in accordance with all applicable Federal, State, and local regulations.� The Contractor shall be responsible for all excavation costs necessary to remediate FUSRAP contamination at the site.� The Contractor will not be responsible for removal of other potential Hazardous, Toxic and Radioactive Waste (HTRW) contaminants unless they are mixed with FUSRAP contaminants. The Contractor shall assume that transportation and disposal (T&D) of radioactively and chemically contaminated soils will be within the scope of this contract.� Initially T&D will be completed by others but a future task order for T&D under this contract is possible. Cleanup criteria established in the ROD will be implemented using final status surveys compatible with the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) and applicable or relevant and appropriate requirements (ARARs) at all areas addressed by this response action. The relevant solicitation will be available on or about 7 February 2024.�
