***THIS IS NOT A NOTICE OF CONTRACT, AGREEMENT, OR TASK ORDER RFP ISSUANCE.*** This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry through this exchange of information. Responses to this RFI are voluntary and will not affect any contractor's ability to submit a proposal if, or when, a solicitation is released. This RFI is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. If the Government determines it will issue an OTA, the Government may use the C5 Consortium, another OTA Consortium, or an Army Contracting Command office for the release and award of this OTA. To ensure your participation with the C5 Consortium, please register as a member in the C5 Consortium at https://cmgcorp.org/c5/membership/. Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to anyinformation submitted. Army representatives may or may not choose to meet with interested vendors. No entitlement to payment by the Government of direct or indirect costs or charges will arise because of the submission of information in response to this RFI. Proprietary information shall NOT be submitted in response to this RFI, nor will the Government be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made because of this RFI. This RFI is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to this RFI and is not obligated by the information received. The Program Executive Office, Command, Control and Communications Tactical (PEO C3T), Product Manager, Tactical Cyber and Network Operations (PdM TCNO) and Army Contracting Command, Aberdeen Proving Ground (ACC APG) are issuing this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the Multi-Domain Operations (MDO) capable Army of tomorrow must have a Unified Network that enables our Army, as part of the Joint/Coalition Force, to integrate and operate simultaneously and seamlessly in all domains, all environments, across all geographies, and all warfighting functions and enables the Army to calibrate a force posture and converge capabilities at the point of need (right place/right time). The conflicts of tomorrow will be non-linear and contested at all echelons and on a global scale with the homeland no longer a sanctuary free from adversary kinetic or non-kinetic attacks. As part of the network modernization plan, the Army is unifying its tactical and enterprise networks. This unified network will provide a seamless, integrated network management capability to simplify user experience, increase situational awareness, and strengthen cyber network defense. Under a unified network, communication officers (S6/G6) from the tactical edge through corps level will have fewer network management and monitoring applications and tools to manage, enhancing their ability to plan, configure, manage, monitor, and secure/defend the network. *** Responses to this request are due no later than 20 December 2023 @ 5PM Eastern Standard Time (EST). Please see Excel document entitled �TCNO UNO OTA � Government Responses to RFI QA � 20231208� in the attachment section. At this time, the Government will make every effort to answer questions and provide responses but cannot guarantee that all questions will be answered before the RFI response submission deadline. RFI responses from industry are due by 20 December 2023 at 5pm EST. No extensions will be granted. Update 14 December 2023: In response to industry and engagement and recommendation, the Government is providing a template for industry to provide its ROMs. The template is NOT required, and additional page allowances will not be granted as a result of template utilization. Please see Question #5 of the RFI Q&A response spreadsheet for additional information for requested cost/price information. ROMs for the lab-based demonstration (Step 2/Phase 1) and prototype stages should be separate (Step 3/Phase 2). For further clarification, ROMs provided in response to this RFI will NOT count towards the down-selection criteria for the OTA, however, ROMs/pricing provided in response to the RWP and throughout the OTA process WILLbe considered as part of the down-selection criteria. Update 23 January 2024: It has been determined that a Request for Whitepaper (RWP) for UNO LTT/UTT will be released through C5/CMG. Please see link towards the bottom of this posting for C5 membership information. The agency has received inquiries from companies seeking to partner with other companies for this UNO LTT/UTT OTA.� In response to the inquiries, a question in the Oct 2023 RFI asked whether respondents were interested in sharing their contact information for partnering opportunities. As a result of the query, attached is a list of Companies that are seeking to partner.� The Government does not endorse any of the companies listed below, or partnerships.� The Government will have no role in any potential partnerships that may ensue; partnering is not required or favored to participate in the UNO LTT/UTT OTA.� This list was furnished to the Government at the request of the listed companies; it is in no way an endorsement or request that others partner with the listed companies.
