Description
The purpose of this contract is to obtain exterior janitorial services for real property owned or managed by the U.S. Government at Tallinn, Estonia. The Contractor shall perform exterior janitorial services in all designated spaces. GRASS CUTTING The Contractor shall maintain the height of grass around 5-7 centimeters.� The Contractor is responsible for all equipment and fuels needed to complete this task. JANITORIAL SERVICES ��������� 1.5.1 LOCATION: CHANCERY: Regular Janitorial Services on Kentmanni street in front of the Chancery between the bollards shall be delivered between the hours of 8:00 AM and 11:00 AM Monday through Friday, excluding Estonian and American Holidays. Janitorial Services in the area between Chancery building and the fence shall be delivered�Monday to Friday between the hours of 8.00 AM and 11.00 AM, no earlier.�The Contractor shall sweep debris, leaves, and trash from walkway, brush rug and driveway and�hose-clean them during appropriate climatic and water-use conditions. PLANTING. The Contractor shall plant seasonal flowers/plants in the planters outside the�Embassy fence three times a year (April, July, September). The Contractor shall provide flowers/plants at no additional cost to the Government. If any plants die, the Contractor shall replace them immediately at no additional cost to the Government. WEEDING. The Contractor shall weed the grounds and planters on a continuous basis to prevent�the growth of weeds into planters and landscapes. WATERING. The Contractor shall water flowers, in the planters to provide for moisture penetration. If natural precipitation is sufficient to fulfill this requirement, the contractor may request the COR's permission to suspend watering to avoid too much water in the soil. The Contractor shall present the method, frequencies, and dates of watering in a written schedule to the COR. The schedule shall take into account the kinds of vegetation, local soil conditions, and the seasonal variations in plant moisture requirements. �������� �1.5.2 LOCATION: CMR: Regular Janitorial Services shall be delivered between the hours of 8:00 AM and 5:00 PM Monday through Friday, excluding Estonian Holidays. Contractor shall clean ALL paved areas at the CMR (including patios), pulling weeds, sweeping debris, leaves, and trash from walkways and driveways and hose-clean them during appropriate climatic and water use conditions. The Contractor shall perform moss removal from walkways once a year in June as needed basis. �LEAF REMOVAL:�The Contractor shall, on a monthly basis, remove leaves and pine needles from the properties listed in paragraph 1.13 and on a weekly basis during the period September through November. This includes the planters at the Chancery. Leaf blowers may not be used prior to 10:00 AM. Cleaning the leaves from the flowerbeds, planting areas and under the hedges does not fall under�this contract; that is the responsibility of the gardening contractor. � 1.7.����� RECYCLED MATERIALS�The Contractor shall promote recycled uses for lawn and tree debris in meeting other gardening needs, such as mulch and compost. 1.8.����� REMOVAL OF DEBRIS/COMPOSTING OF DEBRIS�The Contractor shall remove foreign material, cuttings, grass, leaves, bark, limbs, dead vegetation, paper, and trash from the maintained areas including walkways, stairways and curbs within or adjacent to the area. The Contractor shall remove all debris and equipment from the work site before the end of each workday.� Debris removal shall prevent unsightly accumulation.� The Contractor shall promptly remove collected debris to an authorized disposal site. The Contractor is responsible for all expenses incurred in the collection and disposal of debris. � 1.8.1 CMR location:�the Contractor shall deposit leaves and grass cuttings in a provided space for composting. 1.10.��� SNOW AND ICE REMOVAL SERVICES ���������� 1.10.1 LOCATION: CHANCERY:�Snow shoveling, and ice removal services shall be done when snow and/or ice is present. Ice/snow clearing services shall be delivered on workdays Monday to Friday between 7:00 AM and 9:00 AM including the brush rug in the area between Chancery building and the fence.�The contractor shall keep all walkways free from snow and ice and to maintain them in such�condition which is safe for walking.�Snow shall be removed when the snow level is two (2) centimeters and higher. The Contractor�shall apply generous amounts gravel to the sidewalk and walking area in the front of Chancery�building. The sidewalks need to be clear of snow. Ice melt may be used in walkway areas only.�Removal of piles of snow and ice build-up from the Chancery shall be the responsibility of the�U.S. Embassy and may be procured from contractor as an additional service. The U.S. Embassy�reserves the right to contract with a separate contractor for snow removal services and shall not�be obligated to request these additional services from the contractor.�� ���������� 1.10.2 LOCATION: CMR Snow shoveling and ice removal services will be done when snow and ice are present. Ice and snow removal services shall be delivered Monday to Sunday, including U.S. Holidays between 7:00 AM and 9:00 AM as per the diagram in Attachment 4. Snow shoveling and ice removal services on weekends and U.S. Holidays will be done: ��������� (1) if the accumulation of snow exceeds 2cm; ��������� (2) only on the front entrance and steps of the Residence building, and not the perimeter�walkway surrounding the house. Ice melt may be used if approved by the COR and as long as it does not corrode metal and does not present any health hazards to pets. No salt may be used as it presents a danger of metal corrosion.
