Description
OVERVIEW: This is a Sources Sought Request of Information (RFI) notice issued by The United States Special Operations Command (USSOCOM) on behalf of the Program Executive Office Maritime (PEO-M); Program Manager Surface Systems (PM-SS) for information and planning purposes only.� This is NOT a Request for Proposal (RFP) and a formal solicitation is not available at this time. �This notice does not constitute a commitment by the Government to issue a Request For Proposal, contract, or order.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement.� Responses to the RFI will not be returned. PM-SS is conducting market research to identify sources with the required expertise and capabilities to manufacture new craft and to overhaul existing Combatant Craft Assault (CCA) craft. �The CCA's primary role is medium range maritime interdiction operations (MIO) in medium-to-high threat environments. It can also perform insertion / extraction of special operations forces (SOF) and coastal patrol operations. The overall objective of this RFI is to conduct market research in support of preliminary acquisition planning for additional CCA craft under a new production contract to sustain, repair, upgrade, overhaul, and replace CCA craft in the existing fleet. Respondents are solely responsible for properly marking and clearly and specifically identifying any proprietary information or trade secrets contained within their response. �The Government will not be liable for or suffer any compensatory or consequential damages for any proprietary information that has not been both properly marked and clearly and specifically identified. Information marked proprietary received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.� To aid the Government in its review, please segregate proprietary information. Not responding to this RFI does not preclude participation in any future competitive solicitation if one is issued.� If a solicitation is issued, it will be announced later via SAM.gov. �All interested parties must respond to that solicitation announcement separately from responses to this RFI.� Respondents are not expected to account for Government Furnished Equipment/Information (GFE/GFI) identified herein, but that may be included in future solicitations.� If your response requires assumptions regarding GFE/GFI to be complete, please summarize those assumptions in your response so that the response can be properly considered. a.� Scope of Effort:� The anticipated maximum production period is five (5) years.� Responders should assume production of minimum of two (2) and up to five (5) new craft, eight (8) overhauls per year, and provide initial spare part package to support a detachment consisting of two (2) craft.� Additional services, which may or may not be ordered, include a new production surge of up to 16 craft per year, development, and implementation of Engineering Change Proposals (ECPs), maintenance and repair, and development and conduct of advanced propulsion and electrical training for end users. The CCA is a government designed craft, which includes all parts to be incorporated on the craft, electrical wiring, and hydraulic installation.� Ability to build to the design based on information provided is required.� Companies will be required to build their own work instructions and production processes to accomplish required craft characteristics.� Tolerances include hull and deck structure within 1/16� of the model; except that parts and components will be installed within �� location instructed, and fabricated and assembled items shall be installed within �� as instructed.� Craft weight and LCG must be maintained within 0.1% of the values provided by the government. b.� CRAFT CAPABILITIES: �The CCA is an open-ocean interceptor that serves as a multi-mission maritime special operations platform.� This utilitarian craft meets key performance requirements (speed, range, and payload) to support the full spectrum of maritime special operations missions.� CCA is a twin-diesel powered craft, modified for high performance under adverse conditions and augmented with select military capabilities to enhance the craft's operational effectiveness in low to medium threat environments. c.� CRAFT SPECIFICATIONS: ��������������� Length Overall:� 41' 0� ��������������� Beam Overall:� 107� ��������������� Height Overall:� 85"" ��������������� Height on Trailer:� 108"" maximum ��������������� Stowed Weight*:� 16,175 pounds ��������������� Cruise Speed: 40 knots ��������������� Range: 300 nautical miles Fuel Capacity:� 395 gallons (nominal) ��������������� Propulsion:� Two diesel inboards with outdrives ��������������� Electrical System (nominal):� 24 VDC ��������������� Payload Capacity (no fuel):� 8,100 pounds (minimum) ��������������� Construction:� Carbon fiber/aramid skins and SAN core ��������������� Hull Form:� Deep-V monohull ��������������� Transom:� Deadrise 25 degrees *Stowed Weight shall include the boat, complete in all respects and ready for service including all outfitting, collateral gear, operating fluids in all systems and full fuel tanks. d.� CCA COMPONENTS: Hull: �Carbon fiber/aramid skins and a styrene acrylonitrile (SAN) core. Propulsion System:� Two complete propulsion systems consisting of an Innovation Marine 700 Viking engine, Huber Marine 1550 transmission, Mercury Marine M6 close couple transom assembly, and M6 Super Speed Master stern drive. Fuel System:� Capable of supplying adequate diesel fuel to each propulsion system throughout the engine�s RPM range. Electrical System:� Includes all equipment and miscellaneous items such as cables, connectors, terminal blocks, junction boxes, foundations, and accessory components necessary.� Each engine is equipped with a 24VDC alternator. The electrical system is marinized with central grounding bus which isolates the craft structure from all electrical components. Navigation/Communication Systems. Fire Extinguishing System: �Automatic and manual fire suppression system. � Trim and Drive Control System. Air Transportation and Drop Capability: �Certified for intra-air transportability for C-130, C-17, and C-5. Lift Fittings:� Pull-test verified capable of holding equivalent craft weight of 41,625 pounds along the Longitudinal Center of Gravity with two forward and two aft fittings. �The load will be applied to the lift fittings via a single-point hoist for no less than 10 minutes. Stowage for Outfitting Equipment:� Minimum of a 15"" by 23"" watertight hatch through the forward end of the stowage compartment in the forward cockpit bulkhead.� This hatch is secured up with two hatch dogs operable from inside the cockpit or forward cabin.� It is hinged and structured such that it can support 200 pounds when open. Craft Trailer:� Configured to safely transport the craft over paved roads at highway speeds, or over unpaved secondary roads at a judicious speed, and shall be capable of launching and recovering the craft from crude boat ramps and loading onto military aircraft.� The trailer complies with all U. S. Department of Transportation and Federal Motor Vehicle design specifications and safety standards. e. �CONSTRUCTION REQUIREMENTS:� The following information will be provided to support the development of work instructions and construction of craft.� Construction will follow current industry best practices and meet all specifications and requirements provided.� All GFI will be provided as part of a CCA Technical Data Package (TDP).� GFI SolidWorks model GFI Craft Specifications: Specifications will complement the GFI model and provide additional detail of construction and installation requirements. This will include schematics of the raw water system, electrical system, fuel system, and hydraulic system. GFI Carbon Fiber Lamination Schedule GFE Hull and Deck Mold NAVSEA S9009-AB-GTP-010 Ship Work Breakdown Structure Manual f.� RFI RESPONSES: 1.� Respondents may reply to all or part of this RFI.� For example, a firm may want to only respond to the craft production and not the maintenance or training requirements, or vice versa.� 2.� Responses must include completion of the Excel spreadsheet attached to this announcement.� If presented multiple craft, submit one (1) sheet per each craft described in the RFI response. 3.� Vessel Description: �Discuss any design(s) your company has completed and / or built that fall in the general range of a carbon fiber planning craft with a Length Overall (LOA) of 40 � 60 ft and diesel-powered design (no Motor Gas (MOGAS) designs will be considered).� If these requirements cannot be met by existing design(s), identify what is achievable with minor modifications.� 4. �Production Capabilities and Facilities: �Include a production capability summary describing similar vessel design(s) and firm's recent relevant business experience and their approach in meeting the requirements stated above. Responses need to include expected start up steps to be taken, including Non-Recurring Engineering (NRE) costs and duration to start production effort.� Responses should include the following information: Production Line Establishment:� Address setting up manufacturing line, to include a climate-controlled environment to enable stowage and production of carbon fiber materials. Production Capabilities:� Description of current production capabilities and vendor relationships to support production requirements. This may include, but is not limited to carbon fiber manufacturing, part milling/construction, titanium casting, sewing construction, cable fabrication.� Include a list of any specialty equipment available to aid in construction requirement (ex. CNC cutter) Identification and / or establishment of test facilities/equipment:� On-the-water acceptance trials, scale weighing, and load testing will be required as part of the contract.� Please describe existing test facilities/equipment or ability to access these resources.� Relative location in vicinity of a body of water and ability to launch and recover a craft is required as part of the RFI response.� Ability and requirements to ramp up production in the instance of surge requirements. Personnel: Provide brief description of key personnel qualifications, experience of contractor personnel, and any special manufacturing/testing skills. Quality Assurance: Describe any existing quality assurance programs.� Describe the process used to develop any new quality assurance programs. Identification and vetting of suitable subcontractors and vendors.� Steps required to qualify vendors in cases where parts have material control requirements. Security Requirements:� Responders are alerted that they must meet facility and personnel security clearance requirements for handling and storage of classified material up to SECRET level in accordance with the National Industrial Security Program (NISP). �Please indicate current ability to meet clearance requirements for classified material up to SECRET level. State to what level your organization is in compliance with DFARS clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting. Rough Order of Magnitude (ROM) / Lead Time:� Include ROMs and lead times for 1) Non-recurring engineering required to establish the production line and deliver First Test Article; 2) Unit Price per craft and lead time to produce each craft.�� Experience with developing and conducting operation and maintenance training for end users.� Repair and Maintenance Capabilities:� Facilities and resources to support craft overalls, and / or maintenance and repairs.� Describe any existing or previous relevant maintenance and repair programs.� Please list types of work conducted with associated timelines. �Please provide any satellite locations or subcontractor relationships nationwide that are capable of this type of work.� Provide a description of repair facilities and capabilities, including location, square footage, capacity, storage space for long lead items, skilled labor availability, and years of experience in repairing high performance, carbon fiber craft. Engineering Change Proposals (ECPs):� Provide information on availability of experienced engineering capability in a maritime environment, any special equipment/technology to aid in ECP development, and any existing continuous improvement and / or configuration control processes. g.� Submission Instructions: Submission package is limited to twenty (20) pages, not including the prescribed Data Sheet for each craft submitted.� Format: Responses should be formatted to print out legibly as follows: A) paper size 8.5 x 11-inch paper; B) margins 1�; C) spacing � Single; D) Font � Times New Roman, 12 Pt and E) Microsoft 2010 or later and or PDF format. Cover page should include company name, mailing address, physical address if different from mailing address, business size standard in accordance with Small Business Administration (SBA) standards, and company point of contact information.� Do not include company marketing material, corporate profiles, personnel resumes or duplicate material from a corporate website. Notice of Intent to Utilize Government Support Contractors: �Respondents attention is directed to the fact that contractor personnel may provide advice and support reviewing responses. �When appropriate, contractor personnel may have access to response packages and may be utilized to objectively review information and provide comments and recommendations to the Government. �They may not make decisions or establish final assessments.� All advisors shall comply with Procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements. �The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Responses to the RFI constitutes approval to release the submittals to Government Support Contractors. This is a Request for Information only and may or may not result in the issuance of a Request for Proposals (RFP), if you choose to submit proprietary information, mark it according to your company specifications.
