Description
This notice of intent is NOT a request for competitive proposals and the Government does not intend to post a competitive solicitation for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government. The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract on a sole source basis as authorized by FAR 13.106-1(b)(1,) to InfoLink Technologies, Inc. for the purchase boat registry data services to support and improve�the Marine Recreational Information Program�s (MRIP) Fishing Effort Survey (FES) data by identifying households that are likely to participate in saltwater fishing. NOAA requires a contract to append boater registration data to samples of residential addresses.� The FES is a bi-monthly, cross-sectional mail survey designed to estimate the total number of private boat and shore-based recreational fishing trips taken by residents of coastal states. The survey, which is administered for six, two-month reference waves annually, was implemented in 2015 and is currently administered in all Atlantic and Gulf coast states from Maine through Louisiana. The FES sample universe includes all residential addresses within these states. Sampling is stratified by state and, within each state, geographic proximity to the coast. Generally, counties with any border that is within 25 miles of the coast are in the coastal stratum, and all other counties are in the non-coastal stratum. OST is appending boat registration data to support the FES design. Existing FES and boater registration data demonstrates that households with a registered boat are more likely to participate in saltwater fishing than other segments of the population. Incorporating boat registration data into the FES design further increases the efficiency of the survey. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Any responses and information received by the Government will be considered solely as market research for the purpose of making a final determination as to whether the need for a competitive procurement exists.� All responses to this notice must be sent to the following email by the due date of this notice: sandra.caswell@noaa.gov�
