- REQUEST FOR INFORMATION Gaseous Pollutant Monitoring Program (GPMP) The purpose of this Request for Information (RFI) is to identify contractors capable of continuing basic operations of the Gaseous Pollutant Monitoring Program (GPMP) for the National Park Service�s Air Resources Division (ARD). The NPS is mandated by the Organic Act of 1916 to preserve the natural and cultural resources in units of the National Park System in such a manner as to leave them unimpaired for the enjoyment and use of future generations. The Clean Air Act (CAA) recognizes that air pollution can have adverse impacts on sensitive park resources and charges the Federal Land Manager (FLM) with an affirmative responsibility to protect the ""air quality related values"". The NPS� Air Resources Division, as the FLM's technical representative for areas administered by the National Park Service, conducts studies to evaluate the effects of air pollution on sensitive resources in parks and performs air quality monitoring in these areas. The primary monitoring objectives for the NPS Gaseous Pollutant Monitoring Program (GPMP) are to: � Establish existing, or baseline concentrations in NPS units. � Assess air quality trends in NPS units. � Evaluate compliance with national air quality standards. � Assist in the development and revision of national and regional air pollution. control policies affecting park resources. � Provide data for atmospheric model development and evaluation. � Identify those air pollutants with the potential to injure or damage park natural resources, monitor these pollutants, and correlate measurable effects on these resources to ambient levels of these pollutants. The NPS has a requirement for services of a contractor to provide NPS with uninterrupted, reliable operations that produce high quality data sets in addition to further enhancing the gaseous pollutant and meteorological monitoring network. In general, the requirement will cover all tasks required to operate and maintain a fully functional, high quality gaseous pollutant monitoring program for the NPS Air Resources Division. Although the network includes meteorological measurements, it is not primarily a weather measurement network. The contractor selected will provide technical field support and information processing operations of the NPS network. The primary objectives of this requirement are to provide NPS with: Field Operations Support � general network supervision including maintenance of a modern air quality monitoring site � twice-annual calibration and maintenance trips � first-line troubleshooting support via phone, email, and web pages � site selection and installation � maintenance of an inventory of NPS capital equipment, including a spare parts inventory � instrument acceptance testing, modification, fabrications, and repair � training of site operators, including safety protocols � preparation and dissemination of standard operating procedures Information Management and Reporting � data processing, validation, archiving, and reporting support services � database management � support for reports and data communications � mechanisms for status and reporting along with network operations � monitoring site software training and communication with operators � annual reports and an electronic summary report The successful offeror will be responsible to ensure that NPS performance goals for this work are fully met or exceeded on a continuous basis. Please be advised that your participation in this RFI is not required to ensure participation in future solicitations and contract awards. Participation is this RFI is voluntary and the Government will not reimburse participants for any expenses associated with their participation in this RFI. There is no commitment by the Government to issue a solicitation as a result of this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
