- THIS IS A REQUEST FOR INFORMATION (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to perform market research, obtain information for project planning, to include the exploration of alternative solutions for services that are currently provided to the U.S. Department of State (DOS) Bureau of Medical Services (MED) through MED�s Multi-Mission Aviation Support Services (MMASS)contract.� Additional details are provided the attached (2) documents: RFI 19AQMM24N0013 Multi Mission Aviation Support Services � FINAL 19AQMM24N0013 Air Ambulance Services Questionnaire � FINAL Submissions to this RFI are due by Friday, February 2, 2024, no later than 1:00 PM ET electronically to the POCs below: Contracting Officer: Robin Guillie, GuillieRL@state.gov Contract Specialist: Qiana Richmond, RichmondQJ@state.gov Contract Specialist: Annie Harlow, HarlowAL@state.gov Questions may be submitted electronically up to the date and time for responses to the POCs identified above. 01/10/2024 Updates: Minor updates have been made to the RFI. Please see attached �RFI 19AQMM24N0013 Multi Mission Aviation Support Services - FINAL V2 Track Changes�. There are no changes to the questionnaire. Submissions for RFI responses remain Friday, February 2, 2024, no later than 1:00 PM ET. Questions may be submitted electronically up to the date and time for responses to the POCs identified above. 01/29/2024 Updates: The RFI is updated to reflect the following: (1) allows consideration for vendors that might not have DOD CARB certification by July 2024, but clarifies that CARB certification would be a requirement within 6 months of any award and that State would work with DOD to allow for CARB consideration; (2) clarifies that respondents must be registered to perform Part 135 or Part 121 operations by the FAA or equivalent operations under a civil aviation authority that is covered by an Open Skies Agreement with the United States; (3) encourages respondents to offer solutions using any aircraft platform that meets the specified performance parameters; (4) provides link to prior year spending data on current contract; and (5) updates the response due date to Friday, February 9, 2024 no later than 1:00 PM ET.�� Please see attached �RFI 19AQMM24N0013 Multi Mission Aviation Support Services - FINAL V3 Track Changes�.
