This is a Sources Sought Notice to determine small business sources capable of providing Summer Season Prep HVAC services per this notice under NAICS 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance). Small business size standard is $12.5 million. Product Service Code (PSC) is J041 (Maint/Repair/Rebuild Of Equipment-Refrigeration, Air Conditioning, And Air Circulating Equipment). BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Supplies Branch, is not at this time seeking offers, and will not accept unsolicited offers. Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract. Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) or any other small business sources capable of providing Preventative and Corrective HVAC services for the VA Nebraska Western Iowa Health Care System for a potential set-aside. DESCRIPTION OF SERVICE: The VA Nebraska Western Iowa Health Care System (NWI) requires contracted services to repair, replace and install heating, ventilation, and air conditioning equipment. Equipment and materials installed shall be compatible in all respects with other items being furnished and with existing items so that the result will be a complete and fully operational system. Contractor shall install all equipment per the manufacturer s recommendations. All openings shall be sealed after the removal of equipment, piping, or other penetrations in the walls. All equipment shall be disassembled at existing location in the mechanical closets or rooms that they reside. Contractor shall confine the work to the immediate area and dispose of all piping, fittings, insulation, and hangers. Contractor is encouraged to attend a site visit at the Omaha VAMC to review existing equipment, models, and operating conditions. Site visit schedules will be provided during solicitation. Vendor must state what percentage of contract will be performed as the prime and what percentage will be subcontracted. Failure to supple any of the above information will be deemed non-responsive with regards to the Contracting Officer s decision to set-aside this requirement.
