Description
RFI Questions #4 36C25724Q0004, STX Repair and Level Community Living Center Concrete Slab                Sealed Bids due 2/29/24 at 10am CST What is the dimension and purpose of the air gap required between the new steel angle and the bottom of the concrete foundation on Detail 1/S200?  That is not a physical gap.  That is a space shown on the contract documents for drafting clarity. We understand from the site visit that possible damage to the irrigation system is of no concern as the irrigation system located at the building is no longer in service.  The irrigation system is no longer in service. The irrigation system shall be capped at the service line for future use. We understand that there are no changes between the originally issued solicitation, plans, and specifications and the versions issued in amendment #1.  Please confirm. The Solicitation has been Extended until 29 February 2024. Please see all of the Amendments in SAM.gov for any questions. Detail labeled Drilled in deep foundation plan view on S200 states For approximate proposed post lifting elevations, see civil.   The civil drawings do not provide the proposed post lifting new slab elevations.  Please provide. Match existing grade, slop away at a minimum of 0.5%. Maintain ADA requirements. (reference sheet C1.1 and C3.0) Please provide applicable as-built underground utility drawings including water, sewer, storm, irrigation, electrical, comm, etc. Related As-Builts drawings are not available. Note 13.5 on S100 states Embed Rods 4in into top of drilled shaft with hilti re-100 epoxy or approved equivalent. This conflicts with detail 4/S200 which shows anchor rods 8 into the top of the drill pier.  Please clarify the requirements for the anchor rod including minimum overall embed in drill pier.  The detail 4 s200 i have has a reference to the notes, not a dimension for embedment. Can the anchor rods shown on detail 4/S200 be wet set instead of drilled and epoxied later? Yes. The existing building may not hold up well to being lifted and may suffer additional cracking and damage.  Please confirm that repairs due to possible damage caused by lifting/leveling work will be paid for by modification to the contract as these are unknown pre-bid.  The Contractor shall immediately adhere to the construction specifications as per the contract. How heavy are the existing concrete benches to be relocated and how far will they be relocated to? The 1-ton concrete benches and basins shall be removed and relocated by the VA to another area for use. Confirm the existing large concrete basin type ash trays (not identified on the drawings) are existing to remain?  If not and contractor is responsible for moving, please identify weight and location to be relocated to. The 1-ton concrete benches and basins shall be removed and relocated by the VA to another area for use. Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project?  If so, provide appropriate hazardous material site survey report. No disposal or abatement required. What will the ICRA level be for this project? Level 4 Are there any required/proprietary subcontractors the general contractor is to hire associated with this project? The Contractor shall immediately adhere to the construction Statement of Work and specifications as per the contract. Will all work associated with this project able to be performed during regular working hours? Work hours adjustments shall be necessary to comply with the CLC patients and related work requirements. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE.  Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct? Correct, this is a design-bid-build project. Any Design related questions that are not clear and apparent within the Contractual Documents shall be forwarded in the form of a Request for Information (RFI). Please note that the successful offeror has the right to means and method . If the successful offeror elects to deviate and attempts to submit a product different from the AE s Design. The successful offeror shall assume total responsibility. According to drawing A201, Keyed Note 3, we are to remove the existing blank cover plate, the existing electrical box and associated electrical wiring at the three (3) locations where this note appears and install a new duplex outlet (receptacle) with USB capability and new electrical wiring as shown on plan . The outlets are to be recessed in the column or wall and mounted at the height of the existing outlet (where the blank covers were previously removed). The outlets are to have cover plates that match the existing outlet currently serving the drink machine. Because the specifications do not spell out exactly what wiring devices are to be used and there are no Electrical drawings issued for this bid, the Keyed Note instructions bring up several questions: If the three existing outlet locations where the blank covers are to be removed are already installed recessed in the brick columns or walls, why are these boxes to be removed and replaced with new outlet boxes in the same locations? Electrical boxes shall not be removed. Replace exiting electrical input with new duplex outlet (receptacle) with USB capability. Is there existing circuit wiring already installed at each of these locations? If so, why is it being replaced? There is no other plan issued as part of the bid documents showing any new electrical wiring to be installed. If there is any new wiring required to be installed, please provide the missing drawing showing this. New wiring shall not be required. Use exiting wiring to install new duplex (receptacle) with USB capability. As required by the NEC, the new duplex receptacles that are to be installed should be weather resistant (WR) rated and should be GFCI protected as well, since they are located in an exterior location subject to weather and possible moisture. If the existing circuit or circuits serving these receptacles are not already protected by GFCI circuit breakers, the receptacles themselves should be of the GFCI type, as should the existing duplex receptacle serving the drink machine. Are these circuits already served by GFCI circuit breakers? The circuit breakers are not GFCI breakers. If the existing circuits for these outlets are not already served by GFCI circuit breakers, then GFCI protected receptacles that are WR rated will need to be installed in these locations and this could be done very easily. However, the instructions to provide USB charging capability will be an issue because there are no manufacturer s that provide a GFCI protected and WR rated duplex receptacle that also has integral USB charging ports. If the circuit(s) serving the new receptacles are already GFCI protected with a GFCI circuit breaker, then regular duplex receptacles that are WR rated and have USB charging ports are available and can be properly installed in these locations. Please confirm that the existing circuits are GFCI circuit breaker protected or remove the requirement for USB charging capability. Receptacles shall be GFCI, notify VA if no GFCI receptable with USB Type C are available during construction. If there is no requirement for the new receptacles to be GFCI protected, they may still be WR rated and can have integral USB charging ports. If these receptacles with USB charging ports are to be installed, please confirm which type of USB port is required. These can have either one or two ports but we would need to know if they are Type A of Type C USB connections. Non-GFCI WR rated duplex receptacles are available with one port, either Type A or Type C, two ports that are the same Type or two individual Type A and Type C. Please clarify what Type USB ports are intended. Two (2) Port USB Type A.
