- 2 Purpose The existing windows on the third floor ICU and Endo suites of building 154 no longer seal properly due to old age and normal wear and tear. They allow drafted air to enter conditioned hospital space. The existing windows are also operable, which allows hospital staff to open them. The new windows shall be fixed in order to maintain a properly conditioned and controllable hospital space. Scope A. Existing Site Conditions The VA Montana Healthcare System requires the services of a General Contractor for the ICU/Endo Window Replacement project. Building 154 at Fort Harrison VA Medical Center has 7 existing windows on the ICU and 8 existing windows on the Endo suite (third floor). The scope of this project is to remove the existing windows and replace with fixed casement windows. The fixed casement windows will allow better regulation of air in the hospital. This project will require phasing as it is located in the medical/surgical wing of the hospital. Tasks & Requirements A. General Contractor Requirements Remove 15 in-swing casement windows on the third floor (7 existing windows on the ICU and 8 existing windows on the Endo suite). Replace windows with fixed casement aluminum windows. Exact windows make/model to be installed shall meet the requirements outlined in the specifications and will be approved by the Contracting Officer Representative prior to the start of construction. In room 363A (Endoscopy Procedure #2) after existing window is removed, opening shall be closed w/ brick to match the existing exterior of bldg. 154. Provide glass replacement in compliance with Physical Security & Resiliency Design Manual Paragraph 6.3.2 for Alteration/ Renovation of Existing Facilities - Fenestration. 6.3.2.2 references requirements of 6.3.1.1 and 6.3.1.2. (dmPhySec.pdf (va.gov)). PSRDM section 6.3.1.1 notes that ""Glass performance is to be evaluated using a probability of failure of 500 breaks per 1000."" All new exterior glazing, including door glazing, must be laminated glass. For insulated glazing units (IGUs) the laminated glass is required only for the inner lite. Reference also VA Master Specification 08 80 00 for requirements for laminated glass. Seal windows appropriately to prevent moisture from entering the facility. Phase window replacement to accommodate patient care services and follow Infection Control Measures outlined in the Infection Control Risk Assessment (ICRA). Install roller window shades at each window installation, shade requirements outlined in the specifications, must be approved by COR prior to construction. Follow submittal process as outlined in the specification section 01 33 23 Shop drawings, product data, and samples. ICRA Requirements (as per VHA Infection Control Risk Assessment for Construction, Renovation and Maintenance/(VHA-ICRA-2023-1.0): The project will take place in an occupied healthcare facility and the activities will require construction to be phased in such a way as to minimize impact to staff and patients. Infection Control measures will be required at all times as defined in ICRA assessment, Class IV, Risk Group - High, Type D. Construction activity will require constant coordination with VA personnel. Period of Performance The Period of Performance is 90 days from the issuance of the performance notice to proceed. Pre-Construction Meeting The contractor agrees to attend the pre-construction conference convened by the CO in accordance with FAR 42.5. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor s performance. At these meetings, the CO will apprise the contractor of how the Government views the contractor s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government. Construction Period Services During the construction period, the VA will be the primary point of contact for all RFIs, submittals, etc. The VA shall not be responsible for disruptions to ongoing daily operation/access to the building related to construction activities. The VA will review all necessary completed work as submitted by the Contractor and will recommend approval/disapproval. Work Hours The hours of work shall take place during the normal business hours of 7:00 AM and 5:00 PM, Monday through Friday, Federal Holidays excluded. Request for weekend, after-hour, and Federal holiday work is permitted with a request in writing submitted beforehand. Off hours are not to billed as overtime. Federal Holidays and any other day declared a federal holiday by the President of the United States are defined below. New Year s Day Martin Luther King Jr s Day Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Juneteenth Day If a holiday falls on Sunday, the following Monday will be observed as the National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by the U.S. Government. All work is to have a limited impact on the facility, veterans, and employees. This may require evening or weekend hours and will be identified in the schedule. All after hours work should be scheduled in advance. Postponement/Delays: In the event climate or weather conditions become unsuitable for work or may induce an environmental hazard, then the entire work shall be rescheduled to a date and time satisfactory to the Contractor and the COR. Postponement due to inclement weather will not cause assessment of the penalty provision outlined above, nor should there be an additional cost to the Government. Quality Control Quality Control (QC): The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor s QCP is the means by which it assures itself that its work complies with the requirements of the contract. Acceptance of Work The VA reserves the right to dispute completion of contract scope if contract work is found not in accordance with the statement of work, drawings, or specifications. All work completed by the Contractor must be reviewed and approved by the VA. Warranty Within the specification, the Contractor is to provide a one (1) year warranty period covering defects related to all work performed and any materials/equipment included in the project. Security Information Security: The C&A requirements do not apply; a Security Accreditation Package is not required. Incidental exposure to protected health information may occur from accessing the work site. Staff will follow all Privacy & Security policies and procedures. Attachments & Applicable Docs 1.
