- N0016424RWS72 � SOLE SOURCE � TORAY ADVANCED COMPOSITES USA INC. � FSC/PSC 8040 � NAICS - 325211 Anticipated Issue Date: 10 August 2023� Anticipated Closing Date: 10 September 2024 � 12:00 PM Eastern Time ITEM DESCRIPTION - Naval Surface Warfare Center (NSWC) Crane has a requirement for a five year Blanket Purchase Agreement (BPA) to procure the following adhesives and resin systems to repair Radomes associated with the AN/ALQ-240 Electronic Support Measures (ESM) System Radomes, the AN/ALQ-99 Tactical Jamming System (TJS) radomes, the AN/ALQ-249 Next Generation Jammer � Midband Radomes, and other applicable Radomes on an as needed basis: P/N 52220436, BTCy-1A/4581 QAIII, 286 gsm, 38% RC, 38"" Material Safety Data Sheet (MSDS) T1945, Resin Content Pre-Preg Adhesive P/N 52220847, BTCy-1A/4503 AQIII, 112 gsm, 38% RC, 38"" OSI MSDS T1945, OSI Resin Content Pre-Preg Adhesive P/N 33320411, MicroPly EX-1543, 0.030 psf, NWPE, 12"" MSDS T2077, Toughened Cyanate Ester Film Adhesive, Non-Woven, Polyester supported P/N 33325018, MicroPly EX-1543, 0.060 psf, NWPE, 12"" MSDS T2077, Toughened Cyanate Ester Film Adhesive, Non-Woven, Polyester supported P/N 52220678, BTCy-1/4581 AQIII, 286 gsm, 38% RC, 38"" MSDS T2078, Resin Content Pre-Preg Adhesive P/N 52225164, BTCy-1/4503 AQIII, 112 gsm, 38% RC, 50� MSDS T2078, Resin Content Pre-Preg Adhesive Dry Ice and Temperatures Recorders are required for all shipments. SOLE SOURCE - The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source, Toray Advanced Composites USA, Inc. 18410 Butterfield Blvd. Morgan Hill, CA 95037 under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2)(ii). This is being sole sourced because no other source than Toray Advanced Composites has the proprietary information required to manufacture the end items satisfying the agency�s requirements.� Utilizing another source would result in significant duplication of costs and unacceptable delays in fulfilling the agency�s requirements. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
