This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS code 238160, and establish that there are adequate Large and/or Small Business (HUBZONE 8(a) or Service Disabled Veteran Owned Small Business) contractors for providing roof repairs to FE Walter Dam Intake Tower.The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov). The Philadelphia District of the Corps of Engineers intends to procure roof repair services for the FE Walter Dam Facility during Fiscal Year 2024. The Government is issuing this Request for Information (RFI) to identify resources available to complete the required work. INTENT The intent of this acquisition is to execute a service contract for roof repairs on the intake tower. Antiipated period or performance is approxmately 180 calendar days.after NTP. SCOPE OF WORK The intake tower, over 200 feet high, houses the electrical and mechanical equipment required to operate the three sets of vertical slide gates, by-pass valves, hydraulic pumps, an emergency generator, heating unit, and an elevator control system among other items. Each set of slide gates consists of an emergency and main gate, each 5' 8"" wide by 10' 0"" high, with the emergency gate located 8' 0"" upstream from the main gate. The slide gates are supplemented by two-24-inch diameter bypass conduits, each of which is controlled by a butterfly valve. The intake tower is a mission critical asset. The existing tower roof is a slightly sloped flat rubber torch down roofing system encompassing a concrete surface. It is surrounded by an octagon shaped concrete parapet wall with safety rails and lightning arrestors. The roof plan has a 14� gravity drain, ventilator with a damper, a roof hatch with a 2�- 6� x 3� inside opening, a furnace stack enclosure, and a rain collection platform with an antenna for data collection and transmission for the United States Geological Survey (USGS). The scope of work will include the full removal of the existing rubber roofing system and re-install a new 60 mil ethylene propylene diene terpolymer membrane (EPDM). The tower roof has several faulty areas that are currently leaking and has outlived its expected useful life. All interested Large Business, Small Businesses, certified HUBZONE, 8A, Women-Owned Small Businesses, or Service-Disabled Veteran Owned Business contractors should respond to this survey by email on or before 20 February 2024 at 1:00pm EST. Responses should include: Identification of the company�s small business status. Contractor�s Unique Identifier Number and CAGE Code(s). Descriptions of Experience � Interested vendors must provide no more than (3) example projects completed in the past 5 years where the interested firm demonstrated capability of performing the required work. Example projects must be of similar size and scope. Based on the information above, for each project submitted, include: Current percentage of project completion and the date it was or will be completed. Scope of the project. Size and dollar value of the project. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 50% of the cost of the contract with the firm�s own employees for a supply-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 5 pages.
