1. DESCRIPTION OF INTENT: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list.� There is no risk to you for participating in this survey.� Response to this market survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. The United States Government (USG) will in no way be bound to this information if any solicitation is issued.� However, this is an important opportunity for Industry to influence the application of requirements and the full range of other elements supporting the acquisition strategy for this program.� There is no formal solicitation available at this time, no solicitation will be issued against this notice, and this request for information does not obligate the Government to issue a solicitation. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. It is the responsibility of Industry, when providing any comments/responses, to properly mark such information that is considered proprietary or is otherwise restricted. 2. Proprietary Information: The USG acknowledges its statutory obligation (18 U.S.C. �1905) to protect confidential information provided to the USG.� Pursuant to this statute, the USG is willing to accept trade secrets or proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified of limitations being placed on the data. Mark only data that is truly confidential. Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis.� Do not submit classified data in response to this market survey. Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal email as well as at the beginning of the file.� Proprietary information contained within the correspondence shall use the legends: �PROPRIETARY PORTION BEGINS� and �PROPRIETARY PORTION ENDS.� 3. Disclaimer: This RFI is for a market survey.� It is an inquiry intended to measure the product capability, developmental needs, and level of industry interest. This is not a pre-solicitation notice or Request for Proposal, nor will any contract be awarded from this announcement.� Additionally, this inquiry does not bind the USG to solicit for or award any contracts.� Participation in this survey from a potential source is solely voluntary; no reimbursements will be made to an offeror for costs associated with participation in this survey.� Data submitted to the USG will not be returned but will remain archived as part of historic records.� Participation in this market survey, while important to Army acquisition planners, is neither mandatory nor is it requisite for future participation by the potential offeror in forthcoming USG solicitations. The Government�s requirement indicated in this market survey includes Controlled Unclassified Information not intended for public release. Potential sources interested in providing a response to this market survey must contact the Army Contracting Command � Detroit Arsenal (ACC-DTA) point of contact Ms. Kelly Starr at kelly.a.starr4.civ@army.mil to request additional information on the requirement and instructions to submit a response. Once a notification of interest is received, the potential source will be reviewed for authorization to receive additional information and will be provided with specific details if approved. 4. Clarification of this Action: The USG is not responsible for the public disclosure of unmarked data received in response to this market survey.� Accordingly, the potential offeror shall ensure that data provided in response to this market survey shall be appropriately marked (i.e. proprietary) to ensure proper USG handling of the data.� Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data will be reproduced with restrictive legends in place. 5. Objective:� ACC-DTA is conducting a market survey on behalf of the U.S. Army Combat Capabilities Development Command (DEVCOM) to identify potential sources for the purchase of factory armored SUVs. 6. General Information:� The Government is seeking an Original Equipment Manufacturer (OEM) to produce a large Heavy Duty (HD) SUV base platform built to carry the weight of the required factory armor system and leverages OEM engineering, manufacturing and quality control processes that is consistent with the current fleet of General Motors Suburban vehicles. The Government�s minimum requirements include the following: Manufactured as an (OEM) developed item to include armoring; Vehicle dimensions must accommodate up to the maximum passenger occupancy and payload rating; The following objectives should be appropriately addressed and sufficiently supported to ensure project success: Materials - Provide all necessary OEM systems, supplies, spares, tools, and mechanical test equipment, consumables, hardware, software, automatic data processing equipment, documentation, and other applicable ancillary equipment and property. Facilities � Provide a secure workspace for design and build, including a segregated/restricted area which obstructs public view of the entire design/build process. Provide mobility testing facilities as needed for prototype preparation, studies, building and tuning/adjustments. Delivery � Please reach out to the Contract Specialist for this information. 7. Request for Additional Information: The USG requests notification of interest in submitting a response and requests for additional information regarding the requirement by 5:00 pm, 29 February 2024.
