Description
UPDATED #1:�W15P7T-24-R-0018 The U.S. Army Program Executive Office, Command, Control and Communications-Tactical, Project Manager Tactical Radio (PEO C3T), Product Manager Handheld, Manpack, Small Form Fit (PdM HMS), and the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) are seeking information from industry to assist with procurement of specific ancillary equipment for the 2-Channel Leader Radio (LR) and the Single Channel Assured-voice & data Radio (SCAR). The 2-Channel LR is the Army�s premier hand-held radio capability allowing simultaneous 2-channel operation, interoperability with legacy systems, and compatibility with End User Devices (EUDs), including Nett Warrior. The SCAR is a single channel radio able to operate voice with limited messaging and position data as a baseline capability for users that do not need the extensive abilities of a LR. This Request for Information (RFI), W15P7T-24-R-0018, is being issued to determine possible ancillary devices specifically that fall into the following categories: Data Adapters (connect to the radio to allow data flow on networks or to allow the radio to consume data) Power Adapters (extend alternative power to the radio, recharge the radio�s battery, eliminate need for a battery, or allow other devices to use the radio�s battery) Additional Devices (e.g., power and data hubs that work in conjunction with either or both of the above) The information provided may be used by the Army in developing its acquisition strategy or refining the Performance Work Statement and/or Performance Specifications. The applicable North American Industry Classification System (NAICS) code for this requirement is 334220 with a Small Business Size Standard of 1250 employees. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided regarding submissions. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Information and materials submitted in response to this request will not be returned. Responses must be unclassified: DO NOT SUBMIT CLASSIFIED MATERIAL. Some data referenced in this RFI is marked as Controlled Unclassified Information (CUI) with Limited Dissemination Controls and/or Export Controls and will not be provided for the purposes of generating a response. An example of this is the pinout information of tactical radios. The dissemination of Export-Controlled information is restricted by the Arms Export Control Act or the Export Administration Act of 1979. PURPOSE. This announcement continues market research for the Product Manager Handheld, Manpack, Small Form Fit competitive procurement of 2-Channel LR and SCAR. The previous market analysis raised several points of interest the Government would like to explore in more depth. Specific areas of interest for this request for information include: Ancillary devices that attach to the radios and provide connection ports for user equipment. (additional details in Annex) Connection port types. (e.g., Glenair Series 80 Mighty Mouse, USB-C) Connection port access. (e.g., Secret data, CUI data, audio, control of the radio, SINCGARS serial data) Extended power capabilities that work with Conformal Wearable Batteries (CWBs) from the Soldier Power program. (e.g., a wedge between the radio and the radio�s battery that connects to the CWB as primary power) Data and Power Management HUBs that are either built-in with components stated above or work in conjunction with them. Please provide Rough Order of Magnitude Estimate(s) for: Each component identifying if it is able to operate as a stand-alone device. Aggregated components if they are not stand-alone or if the cost is different for aggregation. Range pricing for lots of 40, 1,000, 2,000, 3,000, 4,000. Timelines and ramp rate for delivery after product order. Maturity estimates, long-lead item times for ordering, and availability timeline/quantity of hardware for bailment testing should be explained. Compliance with MIL-STD ruggedization testing or a pathway to that result and any concerns thereof. Interested parties should submit white paper(s) along with cost estimates addressing the above topics or any other suggestions leading to program cost savings, performance improvements and/or shorter production lead times. Submit responses to the Procuring Contracting Officer (PCO), Katia Lacoste, and Contract Specialists, Lee Alexis and Aaliyah Coles, in Portable Document Format (PDF), via email at katia.lacoste.civ@army.mil and lee.alexis.civ@army.mil and aaliyah.m.coles.civ@army.mil, respectively, on or before 1600 hours on 16 February 2024. Responses must reference RFI W15P7T-24-R-0018 in the subject line of e-mail transmittal and on all enclosed documents. White paper submissions are to be single spaced, 12-point type with at least one-inch margins on 8 1/2� X 11� page size and may not exceed 50 pages. The Army recognizes that some topics and proprietary matters may be best addressed with continued dialogue to ensure performance expectations are clear. The Government may afford responders an opportunity to discuss the contents of their white papers during a �one-on-one� session where it is envisioned the parties will engage in an active information exchange and dialogue to aid in the Government�s market research. Because the baseline documents associated with this program�s capabilities are marked Controlled Unclassified Information, all requests to participate in a one-on-one session must be coordinated in advance through the Procuring Contracting Officer. Please note, any such one-on-one discussions will occur during the 2024 Leader Radio Industry Day taking place on 23 February 2024, in Aberdeen, MD. Industry Day PdM HMS will host a Leader Radio Industry Day on 23 February 2024, in Aberdeen, MD. Interested parties are required to register in advance through the PCO on or before 1600 hours on 12 February 2024. Walk-in participants will not be admitted to the venue. The Government requests Industry questions be submitted on or before 1600 hours on 16 February 2024. Event details will be provided upon registration. One-on-Ones If selected for a one-on-one discussion, participants will be limited to 6. NOTICE: Prospective responders Offerors are advised that employees of the firms identified below may serve as non-government advisors in the whitepaper review process. This individual will be authorized access to whitepapers and data that is necessary to enable them to perform their respective duties.
