- It is the Government's intention to go sole source to�Texas Management Associates Inc. (CAGE 0RLV7).�In conducting Market Research efforts, it is found that Texas Management Associates (TMA) Inc. is the sole source of supply for the Turret System Test Console (PN: 11-22000-1) which is to be used as a baseline to upgrade the existing one (1) Turret System Test Console. Only TMA Inc. will be solicited because the Turret System Test Console to be upgraded are highly specialized parts, designed and manufactured by a non-Government activity and the technical data required for upgrade by other than the above is not available and no value added other than the above source. TMA Inc. are the only commercial manufacture source available for the subject part and hold all technical source controlled drawings. The data needed to address the obsolescence and compete the manufacture of these units is not available, and cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the manufacture for a competitive solicitation. TMA Inc. retains the source data to make changes to and update any available technical data package. Due to this fact, competition of the Turret System Test Console upgrade effort is not practicable without first the development of an alternative Test Console as outlined in the second paragraph. IAW FAR 6.302-1(a)(2)(ii), supplies of the Turret System Test Console are deemed to be available only from the original source (TMA Inc.) and that award to any other source would result in both: (a) Substantial duplication of cost to the government that is not expected to be recovered through competition. (b) Unacceptable delays in fulfilling the fleet requirements for delivery schedule. � Development of an alternative to the Turret System Test Console would require, first, the reverse engineering of the existing console designed by TMA Inc. Once completed a new development effort would need to take place which would require significant schedule and resources involving development, prototype, and testing and would not align with Fleet requirement to have these units fielded immediately to fill existing deficits. In addition to not aligning to required delivery schedule, this development effort is considered high risk due to the complexity of the existing Turret System Test Console. This upgrade effort will facilitate the repair, calibration, implementation of safety and cybersecurity features. This equipment is required urgently to support the maintenance and troubleshooting of the 20MM Turret.
