� � � � � � � � � � � � � � � � � � � � � � NOTICE OF INTENT - SOLE SOURCE CONTRACT � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �86614624Q00004�� Amendment 1 � � � � � � � � � � � � � � � � � � � � � Foreclosure and Residential Sales Data Subscription The Notice of Intent (NOI) is re-published to clarify the minimum requirements.� The respondent must complete the excel spreadsheet summarizing the capabilities that will satisfy each minimum requirement that includes specific product(s) and services that your company offers that fulfills the same function required in the minimum requirements listed in Column D. �� The Government will consider responses received no later than February 20, 2024 at 2:00pm EST. �Responses shall be submitted on to CPOFTW@hud.gov. � � The U.S. Department of Housing and Urban Development (HUD) will award a sole source contract to Attom Data Solutions LLC. This award will be issued under Federal Acquisition Regulation (FAR) section 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items - 41 U.S.C. 1901- Sole Source (Including brand name) Acquisitions. Due to the unique and highly specialized nature of the requirements, only one source is capable of providing the services at the level of quality required by the Government. DESCRIPTION The Department of Housing and Urban Development (HUD) and the Office of Policy Development and Research (PD&R), have an ongoing need for reliable foreclosure, delinquency, and residential sales data. �HUD Economists and Policy Analysts routinely evaluate changes in neighborhoods and housing markets and gauge the effectiveness of HUD�s responses to changes in those markets. �In addition, HUD Economists and Policy Analysts are routinely asked to monitor, assess, or characterize foreclosure and housing price dynamics at the national, state, metropolitan area, city, county or neighborhood levels. �Access to reliable foreclosure and residential home sales data at the national, state, metropolitan area, city, county, and neighborhood levels is necessary for responding to these requests.� The objectives of the contract are to provide HUD with robust panel data reports that achieve the following: � (1) �To support formal evaluations of HUD programs addressing foreclosure and neighborhood stabilization� � (2) �To provide data for geo-spatial mortgage analysis and other mortgage market research projects. � (3) �To facilitate flow analysis and production of Scorecard for HUD� � (4) �To provide timely responses to Congressional and Administration requests� � (5) �To detail national, state, and metro flow data for use in public policy decisions NAICS Code: 531390 Other Activities Related To Real Estate PSC: B506 - Special Studies/Analysis- Data (Other Than Scientific) Minimum Requirements: The unique and minimum requirements for this acquisition include: 1. General Minimum Requirements The contractor must furnish the necessary professional, technical, and clerical services, involving the foreclosure process and sales activity across the United States at the national, state, metropolitan area, city, county, and zip code or neighborhood levels from local recording offices. They must also provide monthly flow data for foreclosure completions. HUD requires monthly flow data for reporting purposes. The contractor must provide a database that covers approximately 95% of U.S. households and incudes property level observations of all stages of the foreclosure process. �The database shall include historical time series back to April 2005, and will continue to be updated. 2. Foreclosure Inventory Report The Contractor shall identify the number of properties active in each stage of the foreclosure process as of the last day of each quarter. �The foreclosure process includes the notice of default, lis pendens, notice of trustee sale, notice of foreclosure sale, and real estate owned (REO). Reports shall be delivered quarterly. �Each report must cover the United States at the county level for the performance period from March 2024 to February 2029. �The first delivery shall include reports on the historic data of Q4, 2023. 3. Foreclosure Starts & Completions Report The Contractor shall identify the number of new properties entering the foreclosure process and the number of properties exiting the foreclosure process. a. Foreclosure start � (nod/lis or nts for states that do not file nod/lis)� � � b. Distressed short sale � (Sale of property for less than total amount of original open� loans while in process of being foreclosed on) c. Distressed Equity Sale � (Sale of property for more than total amount of original open�loans while in process of being foreclosed on) d. Distressed Unknown Sale � (Sale of property but missing loan amounts or purchase� price to determine short sale or equity sale but sale occurred while in process of being�foreclosed on)� � � e. Auction Sales � (Sale of property with sale date on or after last known action date)� � f. Bank Repossessions � (Property repossessed by Bank)� �� g. Bank Sale � (Sale from bank to third party) Reports must be delivered monthly. �The first delivery shall provide monthly reports on historical nationwide data at the county level from January 2006 to February 2024. �From March 2024 to February 2029 reports shall be provided on a monthly basis and shall include the same type of information.� 4. Foreclosure Timeline Report The Contractor shall identify the average number of days it takes a property to go through each stage of the foreclosure process: Default to Auction; Auction to Bank Repossession; Default to Bank Repossession; Foreclosure Start to Sale; Bank Repossession to Sale. Reports must be delivered quarterly. �Each report must cover the United States at the state level for a time period from March 2024 to February 2029. �The first delivery shall include reports on the historic data of Q4, 2023. 5. Sales Activity Report The Contractor shall identify the number of sales transactions along with the unfiltered & �filtered� average sale price broken out by the property situations listed below. �Filtered price removes anomalies that can cause the average to be skewed such as multi-parcel transactions or sale prices way outside the normal average. �The fields include Non-Distressed Short Sale, Non-Distressed Equity Sale, Non-Distressed Unknown Sale, Distressed Short Sale, Distressed Equity Sale, Distressed Unknown Sale, Auction Sale, and Bank Sales. Each report must cover the United States at the state, metropolitan statistical area (MSA), county, and zip code levels. Reports must be delivered quarterly. �The first delivery of quarterly reports shall cover the time period of January 2006 to February 2024. �Reports thereafter must be delivered on a quarterly basis from March 2024 to February 2029, with the same type of data. 6. Customer User/Support� The Contractor shall provide a contact point with 24-hour response time to assist with any questions with the use of the product. Customer services will be able via telephone and/or email. The Contractor shall also notify the COR beforehand if any help with particular data sets would result in an extra cost. THIS IS NOT A SOLICITATION.� No solicitation package will be issued.� This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than February 20, 2024 at 2:00pm EST.� Responses shall be submitted on to CPOFTW@hud.gov. � Responses shall include, at a minimum, the following information: � � �1. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
