Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Rees Scientific Corporation, 1007 Whitehead Road Ext, Ewing, NJ 08636-2428, to procure a Rees Centron Environmental Monitoring Service. The purpose of the procurement is for the vendor to provide temperature monitoring equipment that allows instrumentation to be moved around the space to allow ease of reconfiguration of labs for implementation of new equipment to support the Vaccine Research Center (VRC). Approximately half of the Vaccine Immunology Program (VIP) is currently setup with this wireless monitoring, this would complete the rest of area.� This allows VIP to conform to similar standards to Vaccine Piot Plant (VPP). The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement five (5) year comprehensive service package that includes: Single Point Field Calibration of CO2-MON-RM3 series sensors, part # CAL-CO2, qty 145 Validation Kit for New Systems and existing systems with Rees Software Ver. 3.0 Build 1020.0.24 or 1021.0.9 or higher. Part # VAL-KITPRES985, qty 5 6 Volt 1.4 AMP battery, � part # BATT1001, qty 2 Battery for Micro Units & MPX-RMT Remote Panels, part # MICRO-BAT, qty 10 3.6 volt Lithium Battery for Z3 wireless transmitters, part # 330� Z3-BATT, qty 330 12 Volt 4.5 AMP battery. Centron Battery, part # BATT1709, qty 14 Centron Battery, part # CENTRON-BAT, qty 1 Comprehensive Five-Year Service Package with full documentation provided to satisfy regulatory authorities. Comprehensive system test verifies, calibrates and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming. Includes Five Year Onsite Service Plan with 24/7 Technical Support. Includes approximately 100-page GMP/GLP OQ validation report, 1000-page software validation test report, calibration of temperature and humidity with traceable equipment, copies of reference equipment calibration certificates and onsite refresher training at PM visit. Any additional sensors added to system will be added into contract at pro-rated pricing and customer will be billed additional with yearly payment. Penalties apply for early cancellation. Customer to Approve and Review all Validation Documentation prior to Techs Departure, part # VAL/SERV B 5YR, qty 1 Rees Scientific is the only vendor to provide the required Centron Environmental Monitoring Service.� The monitoring system uses a proprietary software, which is used through the NIAID network and hold the special IT clearances required to be integrated with our network security. Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Period of Performance(s) are as follows: Base Year - 2/29/2024 - 2/28/2025 Option Year 1 - 3/1/2025 - 2/28/2026 Option Year 2 - 3/1/2026 - 2/28/2027 Option Year 3 - 3/1/2027 - 2/28/2028 Option Year 4 - 2/29/2028 - 2/28/2029 Service shall be performed at the following location: NIH/NIAID/VRC/VPP/NIC/TAC, 9 West Watkins Mill Road, Gaithersburg, MD 20878. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2210710 to Rita Davis at rita.davis@nih.gov, by 11:00am eastern standard time Friday, February 20, 2024.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
