- The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) for Specialized Laboratory Testing Services in the Continental United States (CONUS) with the intent to establish a Blanket Purchase Agreement (BPA) with multiple vendors. The BPA will be for a one-year period of performance from April 1, 2024, through March 31, 2025, with orders placed on an as needed basis. �The anticipated RFP will be issued as full and open competition. The anticipated RFP is under NAICS code 541380 (Testing Laboratories and Services).� DLA Energy is seeking interested vendors capable of providing laboratory testing of aviation fuel as specified in the Testing Table and Limits in the attachment, pages 1-2. The Quality Assurance Representative (QAR) will transport the fuel sample to the nominated laboratory and witness all testing in-person.� The Contractor will ensure the QAR has access to the laboratory for delivery of samples and witnessing of testing. The Contractor shall be ISO 9001 or ISO/IEC 17025 certified. All testing shall be performed in accordance with approved DLA Energy test methods established in the Statement of Work (SOW) to be provided at a future date.� The Contractor shall perform testing within specific turn-around times. If multiple locations are proposed, each facility must be capable of performing all tests in accordance with the specifications.� The Contractor is required to have sufficient staff to accomplish all functions and tasks to include simultaneous operations, performing multiple tests at a time.� Laboratories must be equipped with appropriate equipment for fuels testing specified and personnel shall have fuels related expertise to perform and complete the tests within the specified time. The testing turn-around times (TAT) shall be completed within 6 hours.� Start time begins when the Contractor receives a sample at the laboratory and TAT ends when written test results are delivered to DLA Energy. The Contractor may be provided between 12 hour and 24-hour notice in advance of the requirement and must be available to perform laboratory testing services 24 hours per day, seven days per week including weekends and holidays. The Contractor laboratory testing facilities must be located within a four-hour driving distance of one or more of the cities listed in the service locations table, attachment pages 2-3. The Request for Proposal (RFP) will be posted on or about February 15, 2024, and will close on or about February 22, 2024. The RFP will be published electronically on the System for Award Management (SAM.gov). Interested vendors responding to the RFP will be required to register in the SAM. ** IMPORTANT ** This announcement is not a formal solicitation. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP).
