Description
2/9/2024: Amendment 1 - Added current award and incumbent vendor information. Introduction This is an 8(a) Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. �The purpose of this notice is to obtain information regarding:� Availability and capability of qualified 8(a) small business sources; Whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and Size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered an 8(a) small business under the applicable NAICS code should not submit a response to this notice. Project Summary The National Institute of Allergy and Infectious Diseases (NIAID), Office of Administrative Services (OAS), Budget and Reporting Team (BRT) seeks to obtain business analysis, data analytics, and business intelligence services. The types of functional services provided under this contract require highly qualified and experience personnel to support a full range of activities including project management, software business analysis, support and testing, Tableau dashboard development, data modeling, ad hoc support for reporting, reconciliation and query development, financial analysis and management, strategic and program planning management, administrative support, management consulting services, analyses and reporting on programs and initiatives, performance assessment functions which include recommendations for continuous improvement, facilitation and management skills that enable them to step in at any time to meet spontaneous requests that arise when conducting NIAID business and serves as a resource in maintaining momentum of the work despite unanticipated issues that must be quickly resolved while moving toward the achievement of strategic outcomes. The Contractor should have hands-on, direct work experience and demonstrated capabilities to provide subject matter expertise to perform the specific requirements as defined in the attached draft Statement of Work (SOW).� This includes providing quality services and management oversight of all processes by providing accurate data and/or reports, meeting contractual objectives, and successfully integrating and coordinating all activity needed to perform. The Contractor shall provide highly skilled personnel to provide timeliness, completeness of problem identification, corrective action plans, timely submittals of proposals and identification of issues, effective/responsive management of employees and subcontractors, and ensuring professional and ethical behavior of Contractor management personnel. This is a recompete of an existing award. The current contract number is: 75N93020P00266. The current vendor is: Malbaie Solutions Inc. NIAID anticipates a Time and Materials (T&M) award with a potential three-year performance period. Anticipated Period of Performance Base period:��������������� March 18, 2024 � December 17, 2025 Option Period 1: ������� December 18, 2025 � December 17, 2026 Option Period 2: ������� December 18, 2026 � December 17, 2027 Capability Statement/Information Sought If your organization has the potential capacity to provide business analysis, data analytics, and business intelligence services which meet the technical requirements and performance capabilities listed in the draft SOW, please provide the following information: Organization name, address, point of contact, email address, website address, telephone number, UEI number Type of business (e.g., 8(a), HUBZone, Other than Small, etc.)� pursuant to the applicable NAICS code Provide the NAICS under which your company usually provides the requirements described in the draft SOW.� Please provide rationale for your answer if different from 541611. If your company customarily provides these services through a contract type other than Time & Materials, please explain. Tailored capability statement addressing the draft SOW.� Capability document shall be no more than six pages, not including staff resumes. Information regarding: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; and (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Any other information that may be helpful in developing or finalizing the acquisition requirements. Submission Instructions Interested 8(a) small businesses who consider themselves qualified to provide the above listed services are invited to submit a response to this Sources Sought Notice by February 15, 2024 at 3:00 PM EST. All responses under this Sources Sought Notice shall be emailed to seth.schaffer@nih.gov. Disclaimer and Important Notes This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in SAM.gov.� However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
