- Sources Sought Notice This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified 8(a) sources relative to the NAICS Code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential 8(a) sources. Only certified 8(a) sources should respond to this sources sought synopsis. After review of the responses to this sources sought announcement, a solicitation announcement may be published in SAM.gov at a later time. Project Description: Substance Abuse Mental Health Services Administration (SAMHSA)/Office of Financial Resources (OFR)/Division of Grant Review (DGR) and Division of Contract Management (DCM) are required by Congress to conduct technical review of grants and contracts through an extramural peer review process.� This requirement ensures that all technical reviews are conducted impartially by a panel of highly qualified persons. Notice of Funding opportunity (NOFO) are grant funding opportunities announced to prospective applicants via SAMHSA�s website and Grants.gov.� They describe a specific program design, information to include in the application, and necessary instructions for submitting grant applications to SAMHSA.� Applications are sent to SAMHSA electronically through the Grants.gov system. SAMHSA expects the bulk of the work to occur between January and August, annually, with February through June defining the peak workload during the Federal Fiscal Year.� The Contractor shall provide program and honorarium payment support to SAMHSA�s DGR during the grant application peer review process. SAMHSA�s DCM contract review team administers and conducts technical merit/peer review meetings for proposals submitted in response to SAMHSA-wide Request for Proposal (RFP) announcements and projects announced through SAMHSA�s Indefinite Delivery-Indefinite Quantity (IDIQ) contract mechanism. The Contractor shall provide reviewers, content writers, contract technical assistant and honorarium payment support to SAMHSA�s DCM during the proposal peer and objective review process. SAMHSA�s DCM also requires full-time staff to fill and perform Contract Closeout Technical Support services. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size Times New Roman, 10 or larger). In addition, an accompanying copy of the company capability statement will also be accepted. The anticipated period of performance is a 12-month base period, with four (4) option year periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in SAM.gov. Response Response to this notice shall include company name, address, company Unique Entity Identifier (UEI), point of contact, telephone number, size of business pursuant to North American Industrial Classification Code (NAICS) and MUST respond to the following: 1. Is your business certified under Section 8(a) of the Small Business Act under NAICS code 541690? 2. Describe your capability to manage intense peak workloads, including being flexible and able to adapt during these times. 3. Describe your proven capability to provide the skills/expertise of staff needed to perform the peer review support functions. 4. Describe your understanding and capability to protect the confidentiality of government source selection documents as well as the confidentiality and anonymity of peer reviewers and offerors. 5. Describe your capability to provide logistical services to the Government, including organizing and staffing multiple meetings simultaneously and processing and reimbursing claims for travel expenses expeditiously. 6. Describe your capability to provide honorarium support and processing.� In addition, describe your capability to process, complete and issue. tax form (1099-MISC) 7. Provide a description of current or past contracts that have provided peer review services to the Government. 8. Provide your current firewall plan as a peer review contractor. 9. Provide a description of current and past contracts that have provided contract closeout services to the Government. 10. Describe your proven capability to provide the skills/expertise of staff needed to perform Contract Closeout support As stated above, this is a Sources Sought ONLY and all interested and capable certified 8(a) offerors are encouraged to respond and must submit complete documentation of their capabilities.� This is not a request for competitive proposals. It is issued solely for Information and Planning Purposes � It does not constitute a Solicitation, nor does it restrict the Government as to the ultimate Acquisition Approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The government requests that no proprietary or confidential business data be submitted in a response to this notice.� However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only.� Responses to this 8(a) sources sought that do not provide sufficient information for evaluation will be considered non-responsive. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� Please respond by 3:00 PM ET on February 19, 2024, with your response to the areas of expertise above and your intent, if affirmative.� No extensions will be granted.� Please note that an affirmative intent is not binding.
