Sources Sought Announcement for USACE Europe District Job Order Contract (JOC) Construction Task Catalog and Technical Specifications No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. 1. AGENCY: �United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 541330 Engineering Services 3. PLACE OF PERFORMANCE: Europe 4. ANTICIPATED PROJECT TITLE: �FY24 JOC Construction Task Catalog and Technical Specifications 5. ACQUISITION INFORMATION:� The Government will use the information gathered through publication of this Sources Sought to determine the best acquisition strategy for this requirement. This Sources Sought notice (SS) is in support of market research being conducted by the United States Army Corps of Engineers (USACE) Europe District.� This market research is being conducted to increase competition for this requirement by identifying potential sources. 6. PROJECT DESCRIPTION: Construction Task Catalog(s) and technical specifications for European country JOCs. JOC Technical Specifications books. JOC Technical Specifications books will be prepared for Germany, Italy, and potentially other locations throughout the Europe District AOR in the future.� This is a multi-disciplinary/trade/division collection of Unified Facilities Guide Specifications (UFGS) covering Architecture and Landscape Architecture, Civil, Communications, Electrical, Environmental, Fire Protection, Geotechnical, Mechanical/HVAC and Mechanical Plumbing, Industrial Processes, Structural, and other ancillary trades. These UFGS are in a finalized form; that is, they have been edited to reflect the specific contract requirements respecting engineering properties of construction materials, code/guidance/standard references, submittal requirements, local climate, and country-specific requirements such as electrical and water utilities requirements. The collection of UFGS is organized in accordance with the Construction Specifications Institute (CSI) MasterFormat as prescribed by ER 1110-1-8155 Specifications, and UFC 1-300-02, Unified Facilities Guide Specifications (UFGS) Format Standard. The specification sections are bound together in a single electronic volume (.pdf).� The contractor will utilize for example the STLB for Germany to ensure specification are country specific.� The Technical Specification will also include an American based specification for specialized line items for Anti-Terrorism and Force Protection (Barriers, ballads, windows, doors, security systems, specialty locks, pre-fabricated guard shacks).� Country Specific Requirements (IBC and EU Building codes are the basis for the country specific codes) Germany � BauV, BLMSchG, BlmSchG, DIN, and other regulations as needed for construction standards and material See attached div 1 specification for Germany Construction Italy � Italian Civil Code 1655, Law 1150/1942, Presidential Decree 380/2001, Section IV of Legislative Decree 81/2008 and other regulations as needed for construction standards and material.� Country-specific Construction Task Catalog.� The A-E will prepare and deliver a CTC for each country. Pricing information will be based on current (post date-of award of this A-E task order) market conditions.� Analyze all pricing data by performing a variance report.� Obtain multiple quotes for the items surveyed to assure reasonable, fair and competitive quotes are being obtained. The CSI associations, Unit of Measure, Description, unit costs for labor, equipment, and material, along with their total direct unit cost and demolition unit cost must appropriately associate with the JOC Technical Specifications created und this contract. The format of the CTC deliverable will match that of the sample provided. Submit all field work background information, to include but not limited to the vendors who provided quotes, as an appendix to the submittals.� Preferably all vendor quotes are on official company letterhead. Create a new Price Book for the required countries. Create all line items (labor rates, productivity, equipment, and materials) and add country specific line items. Use the notes field to identify the source and methodology behind all adjustments made to the line items. The notes shall clearly justify any adjustments made. Perform functional testing of the cost book and provide a report documenting testing performed and corrections implemented. Provide all backup data that was used to develop the cost book and the supporting Market Research Report that contains vendor quotes, labor rates, equipment rates, and how the productivity rates were developed. Provide the passcode for the beta version of the cost book. The Price Book will also include an US price book section with EU pricing for AT/FP and security systems line items.� A-E will provide online software usable by the government and the JOC base contract construction contractor with the price books and tech specs loaded to prepare estimates, proposals, PNMs, POMs, and reports for overall JOC program management. 7. SOURCES SOUGHT: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of various members of industry. 8. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 9.
