- This contract action is Fixed Price Incentive Firm and awarded competitively.� An FFP contract was contemplated; however, there was concern that an FFP structure may�incentivize a contractor to expend as little as possible to maximize their profit on the Phase 1�early design contract. Additionally, an FFP structure provides incentives for�offerors to bid low in order to win. The FPIF structure discourages low bids and encourages�offerors to compete by proposing as much early design maturity as they can deliver within the�program funding.
