Description
Notice of Intent to Sole Source The Acquisition Directorate of the Veteran�s Benefits Administration (VBA), Office of Mission Support (OMS) has received a requirement for services from the Department of Veterans Affairs, Veterans Benefits Administration, Outreach, Transition and Economic Development to continue the conduct of the multi-year study on the effectiveness of the Transition Assistance Program (TAP) and the�remaining requirements of Public Law 116-315 Section 4306, Longitudinal Study on Changes�to TAP. The intent is to award a single task order award under the authority of Federal Acquisition Regulation (FAR) Part 8.406-6(a)(1)(C) to Economic Systems, Inc., 3120 Fairview Park Drive, Suite 500, Falls Church, VA 22042 with an anticipated one-year base with four (4) 12-month option periods at an estimated total cost (with options) of $4.8M. The requirement consists of two interconnected studies.� First is the annual Post Separation Transition Assistance Program (TAP) Assessment Outcome Study will include a cross-sectional study conducted at 6-, 12-, and 36-months post separation, as well as an associated longitudinal study of participants from the cross-sectional study cohorts with up to 15 cross sectional cohorts over the Period of Performance (PoP). The Government intends to use assessment results to develop and refine outreach, education, messaging, and planned partnerships to enhance delivery and utilization of Government benefits and services offered to service members identified in their short and long-term transition goals.� Second, this contract will continue to cover the conduct of the Congressionally mandated study as outlines in PL 116-315 Section 4306. This contract will build on actions completed to date (over a five-year period), which consist of the PSTAP study and the PL 116-315 Section 4306 study design, the first annual progress report, initial survey development and significant coordination and collaboration with the Congressionally mandated Interagency partners, Department of Defense (DoD), the Department of Labor (DOL), and the Small Business Administration (SBA). This is not a request for capability statements or proposal, and none submitted will be reviewed or evaluated.� Entities having vested concern regarding the cited authority may submit written supporting rationale to both Contract Specialist H.
