The SCADA components are just one portion of an overall system for control and indication at the site. Currently the PLC components in the Los Angeles district are all from the same manufacturer. Introducing a new brand at this point would require SPL project and design personnel to invest in training and develop new procedures to set up and maintain the equipment. Allen-Bradley:� Programmable Logic Controllers (PLCs) are electronic devices that run code and process information from sensors, gauges, switches, meters, actuators etc. through input and output modules. The Seven Oaks Regulated Outlet Gates Control Modifications would incorporate the Allen-Bradley CompactLogix PLC platform. The CompactLogix PLC platform consists of a controller, communication modules, input modules, output modules, power supplies, racks to hold these modules, and various accessories. The controller will be programmed to operate gate solenoids and various signal devices around the site. There are several control devices as well as indication signals that must be sent to the RCC for operational control of the gates. Using nonstandard PLC equipment, or equipment from a different manufacturer, may create interoperability and compatibility issues. Shell: The hydraulic oil in the existing hydraulic power unit system uses Shell Tellus S2 M 32. The specific chemical formula for this oil is not publicly available. Manufacturer�s often use their own proprietary additives to achieve the ideal fluid properties. Adding in different oil can cause unintended chemical reactions that can degrade the quality of both fluids. In order to verify if other products are compatible it would require extensive laboratory testing to ensure no unintended reactions would occur due to mixture of different products. These laboratory tests are often very costly and time consuming. Using the same oil product to flush, clean, and replace the existing oil will ensure the fluid maintains its ideal characteristics for properly operating the hydraulic power unit. Rexroth: The seals used in the hydraulic cylinder are all from the company Rexroth. These seals were originally selected by the hydraulic cylinder manufacturer for their performance characteristics with both cylinder operation and hydraulic oil compatibility. Differences in O-ring size and material can cause unintended consequences with operating due to changes in friction. Different materials can also chemically react with the hydraulic oil causing degradation of the seal. Using the same seals as the original will remove any risks with poor operation or unintended degradation. This notice does not commit the government to contract for any supplies or services. The government will not pay for any information or administrative cost incurred in response to this Special Notice.
