Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to OLI Systems, Inc. for OLI Software License Lease Renewal for OLI Studio: Stream & Corrosion Analyzers, and OLI Flowsheet: ESP with Modified Silver Service Maintenance for up to ten named users; and OLI Engine API (includes Chemistry Builder) for cloud access up to five concurrent calculations for up to ten named users. NETL requires this software in order for researchers to gain corrosion and mineral scale data to effectively design and support a water treatment pilot project. NETL is currently utilizing this software to meet the requirements of NETL�s brine separation processes. Using OLI software�s unique features and calculations, NETL will be developing a model public water treatment process. This OLI software continues to have a useful life at NETL; therefore, renewal of the software lease and maintenance/upgrade service is required so NETL is ensured continued use of the software and that the software operates in an efficient and effective manner. This is considered a sole source to OLI Systems because to the best of the NETL�s knowledge, based on market research conducted, OLI Systems, Inc. is the only known source that can offer this specific software and service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM EST on March 1, 2024. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
