Description
- Amended to extend the due date to 16 Feb 24 11:00cst This is to add the corrected soliciation to provide instructions to offers and the evaluation method, as well as questions and answers.� 1. 7 Total Personnel are required for performance of the Incident Command Team, Staging Area Manager, and Operations Section Chief. 2.��� In addition to the seven (7) identified IMT SMEs, can the government confirm that they desire three SCVS Reset SMEs to support the SCVS component of the exercise? ��������� Correct, 3 additional personnel separate from the IMT SMEs. 3.��� �From Technical Exhibit 7.4 Document, will the IMT Subject Matter Experts be required to build, MESL, IAP, Scenario, Training Plans for S/E, and conduct all briefings? ��������� Correct. 4.��� �From the PWS Section 4.3.1 SCVS OPS & Reset, What day do you want the materials delivered? ��������� Materials shall be delivered no later than 1700hrs at JESTC 6 MAR 24. 5.��� Is there a designated area to build the 10 required 5�x�5�x6� breaching slabs? ��������� An area has not been designated at this time, but the government can assist in coordination for the necessary space at JESTC to do so. 6.��� Is there a forklift or skytrak on site for SCVS reset?� Or will this have to be provided by the contractor? ��������� JESTC does have heavy materials loader, however, coordination for the use of that equipment will need to be coordinated prior to the exercise. The government recommends that the contractor provides a forklift or skytrak for its use at their discretion based on time and requirement variables. 7.��� Will there be a designated Hard Site building available for Role Player staging as in past years/exercises?� Or will the contractor have to provide tentage, tables and chairs? ��������� JESTC does have a Hard Site building available at a tax free rate, but the contractor will be required to coordinate that with JESTC and the Government prior to the exercise. The government recommends that the contractor provide all necessary sustainment shelters for use by the role players. � 8.��� What is the award selection criteria for this contract?� BEST VALUE TRADE OFF?� LPTA?� Or other? Trade Off, see solicitation 9.��� What are the government�s requirements for CERFP exercise Past Performance for contractors to be able to have sufficient Past Performance on this contract?� How many previous CERFP exercises on Prime Contracts are needed by a potential offeror in order to bid on this contract to establish viable Past Performance and Technical Capability? See amended soilcitation 10.� Will the JESTC facility provide�the rooms and meals tax free through the contract?� Will the government be able to coordinate Tax free JESTC billing for the event? The tax exemption is provided to the awardee.� �The solicitation W912NR-24-R-0006 is issued as a Request for Proposal (RFP).� This synopsis/solicitation is issued for commercial service in accordance with FAR Part 12-Acquistion of Commercial Items.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02 effective 22 December 2023. This procurement is solicited as a small business set aside.� The NAICS code for this acquisition is 561320- Temporary Help Services and the small business size standard is $30.0 million. This solicitation is for a firm fixed price contract and will be awarded using trade off procedures where technical and past performance combine are more important than price. �Offer must include proof of adherence to provided specifications (quoted will be checked for technical acceptableness based on the requirement and have a satisfactory past performance with Government contracts. The offeror shall return the completed provision (52.204-24) and return with proposal. Interested offeror must be registered in the System for Award management (SAM) to be considered for award.� The Louisiana Army National Guard CERP has a requirement for role players, lodging and meals for a Sustainment Year Collective Training Exercise in Zachary, La� 70791� 5-8 March 2024.� See the attached W912NR24R0006, PWS and table 7.4.� This is an all or none award. all questions must be submitted in writing in accordance with the below criteria. PROPOSAL GUIDANCE Proposal� shall be emailed to lavon.d.wilson.mil@army.mil and crystal.l.stiles2.civ@army.mil NLT 15 February 2024� AT 10:00 AM (CST).� The initial question period will end 12 February 2024 at 2:00PM (CST).
