This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Navy to contract for any supply or service whatsoever. Furthermore, the Navy is not seeking proposals at this time. Responders are advised the U.S. Navy will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Naval Air Warfare Center - Aircraft Division (NAWCAD) is seeking potential sources for a planned procurement of wire support springs. The springs support an arresting cable on an aircraft carrier flight deck and are a type of single leaf spring. The approximate overall dimension of the spring is 51 inches long arched, 56 inches long flattened, 2.5 inches wide and 0.25 inches thick. Both ends have formed eyes with an inner diameter of .437 inches. The springs shall be heat treated to a hardness of HRC 49 to 52. Material for the springs shall be steel bar, Grade 9260, Grade 6150 or Grade 5160 per ASTM A322 or ASTM A689. Edges may be square, round edge or rounded corner. If only square edge bar is available, longitudinal edges need to be radiused or chamfered. Material certification paperwork shall be available for review for each material lot produced. Each finished spring may be subject to Non-Destructive Inspection (NDI). The interested parties should clearly specify what grades and edge types are available. If more than one grade and/or edge type is available, request respondent provide that information. The Wire Support Springs are used in a crucial shipboard system supporting the recovery of aircraft. The use of incorrect or defective material would create a high probability of failure resulting in a serious loss of a vital shipboard system. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The Navy is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY: The PSC for this requirement is 5360 (coil flat leaf and wire springs); the NAICS is 332613 (Spring Manufacturing). All interested respondents must be registered in the System for Award Management (SAM), and submit a current copy of your Military Critical Technical Data Agreement (DD Form 2345) in order to receive the Wire Spring Support drawing.����� SUBMITTAL INFORMATION: It is highly recommended that interested businesses submit a capabilities statement to the contracting office.� The specific content and length of the capabilities statement is at the discretion of the supplier, however, the following is strongly recommended to be included: Supplier Contact Information to include: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, and e-mail address. Supplier Profile to include:� Number of employees, DUNS number, and Cage Code Supplier Description Supplier brochure (if available) Supplier Website If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in the specifications. Submission of the above information does not guarantee you will become an approved source. All interested parties are highly encouraged to submit sources sought responses, preferably via electronic mail. While the Navy will use this information for future acquisition planning, it will NOT release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company's approach relative to another competitor. All information received in response to this sources sought is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Information provided to this sources sought in no way binds the Navy to solicit or award a future contract. Responses to this sources sought will not be returned. Respondents will be notified of the results of the review in the form of electronic mail.
