- The purpose of this sources sought announcement is for market research to make an appropriate acquisition decision and to gain knowledge of potential qualified businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Background On January 27, 2021, the President issued Executive Order (EO) 14008, Tackling the Climate Crisis at Home and Abroad (EO), in Section 205, (b)(ii) of the EO the Federal government is required to achieve or facilitate a clean and zero-emission fleet using all available procurement authorities. EO 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, issued on December 8, 2021, required the Federal government in Section 102 (ii) to achieve 100 percent Zero-Emission Vehicle (ZEV) acquisitions by 2035, including 100 percent zero-emission light-duty vehicle acquisitions by 2027. Specifically, Section 204 provides the following guidance: Each agency�s light-duty vehicle acquisitions shall be ZEVs by the end of Fiscal Year (FY) 2027. Each agency with a fleet comprising at least 20 vehicles shall develop and annually update a zero-emission fleet strategy that shall include optimizing fleet size and composition; deploying ZEV refueling infrastructure; and maximizing acquisition and deployment of zero emission light-, medium-, and heavy-duty vehicles where the General Services Administration (GSA) offers one or more ZEV options for that vehicle class. In accordance with these EOs and guidance issued from the Department of the Interior (DOI), the Bureau of Land Management (BLM) requires site assessments to be performed to determine the level of work required to meet the above goals at four sites to identify infrastructure work necessary in support of transition from an Internal Combustion Engine (ICE) fleet to a ZEV fleet. Scope The BLM requires site assessments at four site locations for a pilot program supporting the zero emission fleet transition process. The BLM pilot sites are located in Anchorage, AK (Anchorage District Office); Farmington, NM (Farmington Field Office); Fillmore, UT (Fillmore Field Office); and Montrose, CO (Uncompahgre Field Office). The Fillmore, UT site will require assessment of 2 satellite sites in addition to the main site. The following support is included in this task order: Site Assessment: EVSE site assessment and planning services will be provided. An EVSE site assessment includes determining the electrical capacity of the site, determining location of distribution or service lines and the required power supply for the type and quantity of charging stations, risks to potential sites from the impacts of climate change, and helping to determine the best location for the installation if the customer-selected location is not ideal and the lowest cost spot. The number and class of vehicles at each site are listed below. Anchorage, AK Light Duty Vehicles- 8 Medium Duty Vehicles- 9 Heavy Duty Vehicles- 4 Farmington, NM Light Duty Vehicles- 40 Medium Duty Vehicles- 9 Heavy Duty Vehicles- 0 Fillmore, UT Light Duty Vehicles- 13 Medium Duty Vehicles- 16 Heavy Duty Vehicles- 12 Montrose, CO Light Duty Vehicles- 28 Medium Duty Vehicles- 13 Heavy Duty Vehicles- 3 A complete listing of vehicles, electric utility provider names, site contact names, and BLM staff member(s) names for reporting will be provided upon contract award. Knowledge and experience in electrical and civil works design and construction projects supporting both utility level power supply in commercial buildings and parking area design, remodel, and construction relatable to ZEV charging supply design and implementation. The ability to read and interpret local, state, and federal regulations, policy, and directives and to apply the regulations and directives to all assessment activities. The ability to communicate effectively, both orally and in writing. Experience in software applications which include Microsoft Word, Excel, Project, Office 365, Office Teams, SharePoint, One Drive, and Adobe Acrobat. This sources sought shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this sources sought or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this request. No contract will be awarded as a result of this announcement. Data submitted in response to this request will not be returned. Capability statements shall include: 1. The Contractors point of contact. 2. Acknowledgement that they are able to provide the services being requested. 3. Shall provide their size standards in accordance with the Small Business Administration. 4. Provide information on three previous requirements that are similar to this requirement. 5. Any other information considered relevant to this requirement. 6. The government requests that no proprietary, classified, confidential, or sensitive information should be included in the response.
