Page 14 of 14 THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS   The Department of Veterans Affairs is conducting a sources sought to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. After review of the responses to this source sought synopsis, a solicitation announcement may be published on the website@sam.gov/content/opportunities. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small businesses concerns shall be capable of providing the necessary equipment and personnel to furnish service in the volume required for all the items under this contract. Responses to this source sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this source sought announcement. The NAICS code is 541380 (Size Standard: $19.0M) The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing Chlorine Dioxide Water Disinfection System Maintenance for the Birmingham VA Medical Center a Base year and plus a (1) one year option period. Location of Services Provided: Charlie Norwood VA Medical Center Scope of Work: Vendor shall furnish labor, materials, equipment and supervision for the maintenance of (2) two Nalco Envirox chlorine dioxide water disinfection systems for the complete water distribution system of the Birmingham VA Medical Center. Vendor is responsible for all maintenance and monitoring of the system to ensure proper operation and performance. Background: A Nalco Water NSF61 certified generator is used to generate ClO2 to treat the domestic cold water entering a cold-water main. The generator produces a ClO2 solution into a chemical dosing tank with level float switches and a control panel for communicating with the ClO2 generator. A chemical pump is used to inject the ClO2 solution into the water main typically just prior to entering the distribution system. The chemical injection pump is controlled by a water flow meter on the incoming cold water main and injects ClO2 at a rate proportional to the variable water flow. The proportioned rate ensures a consistent ClO2 residual is achieved. A ClO2 sensor and controller monitors the ClO2 residual in the cold-water line to ensure ClO2 is maintained within a range of 0.2 to 0.6 mg/L and not to exceed 0.8 mg/L. Control Locations: 2 8th Avenue Cold Water Main 7th Avenue Cold Water Main Type of Contract: This shall be a firm fixed price contract. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES: Description of Tasks and Associated Deliverables: The contractor shall provide Chlorine Dioxide Water Disinfection System Maintenance: Vendor shall furnish labor, materials, equipment and supervision for the maintenance of (2) two Nalco Envirox chlorine dioxide water disinfection systems for the complete water distribution system of the Birmingham VA Medical Center. Vendor is responsible for all maintenance and monitoring of the system to ensure proper operation and performance. Task One: The contractor shall provide web based, continuous monitoring of the Chlorine Dioxide Water Disinfection System. Deliverable One: Monitoring shall be performed by vendor personnel and shall be staffed 24 hours a day, 7 days a week, 365 days a year. In addition, provide Contracting Officer's Representative (COR) and other BVAMC personnel as directed, access to monitoring website. Provide training on procedures to read and monitor system. Task Two: The contractor shall provide daily chlorine dioxide concentration feed data to COR and other BVAMC personnel as directed, on the date daily feed rates are determined, or NLT 8:00 am the following business day for weekends and/or holidays. Deliverable Two: Deliver in writing (e-mail or e-mail attachment) daily concentration feed data in an average of the feed rate for the day. Task Three: The contractor shall provide technical support in the event daily chlorine dioxide concentration feed data does not correlate to daily sampling results. Technical support staff should be accessible via telephone or email and shall respond to such requests for technical support within four (4) hours of request. Deliverable Three: Deliver telephonic technical support within four (4) hours of request or on-site technical support upon request within twenty-four hours in the event of above allowable chlorine dioxide concentrations. Task Four: The contractor shall provide technical support as requested during regulatory inspections and/or meetings conducted by the Alabama Department of Environmental Management (ADEM). Deliverable Four: Deliver telephonic technical support within four (4) hours of request or on-site technical support upon request within twenty-four hours if request for regulatory inspections and/or meetings conducted by the Alabama Department of Environmental Management (ADEM). Task Five: The contractor shall provide summary report of all data generated for the previous month to be provided to COR and other BVAMC personnel as directed by the 5th of the following month, in preparation for the monthly operating report (MOR) due to ADEM by the 10th of each month. If the 5th of the month falls on a weekend or holiday, the report shall be provided by the last workday of the month preceding the 5th of the month. Deliverable Five: Deliver in writing (e-mail or e-mail attachment) summary report of all data generated for the previous month to be provided to COR and other BVAMC personnel as directed by the 5th of the following month. Task Six: The contractor shall provide immediate notification of unit alarms in the event they are detected to the COR and other BVAMC personnel as directed. Notification shall be to COR via email. Notification should also be made to onsite Engineer on Duty (EOD) via phone (205/933-8101 Extension 335600 or by contacting the BVAMC operator and having the operator page the EOD.) Notification should address whether action is required to purge or delay sampling until unit alarms are addressed. Deliverable Six: Immediately notify of unit alarms in the event they are detected to the onsite Engineer on Duty (EOD) via phone (205-933-8101 Extension 335600 or by contacting the BVAMC operator and having the operator page the EOD.) Deliver by writing (e-mail or text) immediate notification of unit alarms in the event they are detected to the COR and other BVAMC personnel as directed.
