Description
The 169th Fighter Wing has requirements for removal and replacement of 2 facility generators and an automatic transfer switch (ATS) in support of their mission, which is flying 24 PAA F-16 aircraft in support of tactical operations in the United States and overseas. This project will consist of the replacement of the facility generator and ATS in building 979 and the replacement of the facility generator at building 878 at McEntire JNGB. Synopsis: PSTE 242005 Facility Generator and Automatic Transfer Switch Replacement Classification Code: N059 ? Installation of Equipment-Electrical and Electronic Components Set Aside: Small Business NAICS Code: 238210 ? Electrical Contractors and Other Wiring Contractors Size Standard: $19,000,000.00Place of performance is McEntire JNGB Eastover, South Carolina. The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to remove and replace two facility generators and one automatic transfer switch. The scope of this project will consist of removing and replacing a facility generator and automatic transfer switch in one building and the removal and replacement of a facility generator in a second building. The new hazardous cargo pad will be compatible with all applicable Department of Defense (DoD), Air Force, and installation design standards and criteria. In addition, local materials and construction techniques shall be used where cost effective. The work is located at McEntire Joint National Guard Base near Eastover in Richland County, South Carolina. The base award CLINS are anticipated to be as follow: CLIN 0001: Base Bid FFP: Contractor shall furnish all necessary equipment, labor, materials, tools, and transportation needed to replace two generators and one ATS (Automatic Transfer Switch) at buildings 979 and 878 IAW with the attached SOW. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. The contract duration will be a total of 200 days after notice to proceed. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $45,000,000.00. The magnitude of the project is between $5,000,000.00 and $10,000,000.00. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states -By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractors 85 percent subcontract amount that cannot be exceeded-. Prospective bidders are highly encouraged to attend a pre-bid conference and site visit: See Clause 52.236-27 for time and date. The date for the pre-bid conference is 6 March 2024, 10:00AM local time, at McEntire Joint National Guard Base 169th FW, CE Conference Room, 1325 South Carolina Road, Building 1071, Eastover, SC 29044. Interested contractors shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 31 July 2023 via email to badri.francis.1@us.af.mil and david.viers@us.af.mil. In accordance with FAR 36.211(b), the following information is provided:(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
