Amendment 003:The purpose of this amendment is to extend the closing date to 23 February 2024. Amendment 002:The purpose of this amendment is to post the revised Questions and Answers document. Amendment 001: The purpose of this amendment is to post the Questions and Answers document and extend the closing date to 16 February 2024. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT)intends to award a Firm Fixed Price purchase order for nine (9) forklifts. Please see the attached Request for Quote document and specification sheet for additional details. Partial Delivery is acceptable for this purchase. Questions and Answers Q 01) Clin 0001 (6k diesel) under Power Type it says Diesel yet under Electric it says 36V. Do you want a 6k Diesel or Electric Forklift? A 01) Diesel Q 02) Clin 0002 (10k diesel) under Power Type it says Diesel yet under Electric it says 48V. Do you want a 10k Diesel or Electric Forklift? A 02) Diesel Q 03) Clin 0003 ? 0006 under Tire Type it says Solid (cushion)/ pneumatic preferred. What tire type is actually preferred for these line items? A 03) Pneumatic is preferred. Q 04) Under the Delivery requirements it says must be prior to 8/1/2024. How firm is this delivery requirement? A 10k Diesel Forklift right now is out 485 ? 510 Days ARO. A 04) The solicitation has been updated to include a statement that partial delivery is acceptable. Required award date for the other forklifts remains 01 August 2024, but lead times for a 10k diesel forklift past 01 August will be considered. Q 05) The solicitation seeks a removable overhead guard on all 9 forklifts. What we call the overhead guard is the protective structure that surrounds the operator and operator compartment. This can be unbolted and taken off but requires disconnecting wiring harnesses, etc. the dash comes off with the guard. It is not Quick Disconnect. The structure is considered the overhead FOPS (Falling Object Protection Structure) and the machine cannot run with this off. With respect to the 10,000 lb. diesel unit, the solicitation asks for a full cab with heater and removable doors. We are able to accommodate that, but they once again, a removable overhead Guard is requested even on that unit. The whole cab would then require removal. Could you kindly clarify if you are referring to some type of guard that is truly over the top of the cab? A 05) The overhead guard is a requirement but it does not have to be removable. Q 06) Are these Forklifts going to be used for indoor only or both indoor/outdoor use? A 06) The 3 stand up 4Ks will always be used indoors, all others could potentially be used in both environments. Q 07) Are there any restrictions to the height of the mast? Will a 96 overall lowered height be ok on all the units? A 07) 96 overall lowered height shall suffice. Q 08) Will 48V work for some of the options you have? A 08) All of our current MHE are rated for 36V. Q 09) discussions with the manufacturer indicate that meeting the 210 max lift height requirement would necessitate a custom-built forklift, which unfortunately wouldn't align with your delivery schedule. Would a Max Lift Height of 180 inches be acceptable? A 09) We will only require the 210 max lift Q 10)can you please clarify responsibility for the markings, plates, etc. that are required to be on the unit? A 10) One of the minimum requirements in order for the MHE to be considered technically acceptable is that they are all painted in accordance with the required markings inNAVSUP P538. If any MHE is delivered unpainted, it may not be considered acceptable. NAVSUP P538 directs that if any MHE is accepted by the Government unpainted, the Government is responsible as follows: 5-6: the Navy will paint any MHE that comes in the non-yellow FED-STD-595 5-7: MHE painting and Marking Requirements; the Navy would have to apply the markings but it would be marked IAW figure 5-6. 5-7.B: The Navy is responsible for obliterating and stenciling/labeling the MHE if applicable, but these forklifts will not be handling ordnance or afloat. 5-7.C: MHE assigned ot handle ammunition or explosives; N/A,These forklifts will not handle ammunition or explosives. 5-9.D: Accredited Laboratory Certification; Perreviewing NAVSUP P-538, this is required and standard on forklifts. 5-9.E: Alphabetical Designations: Contractor is responsible for new markings 5-13.S: Shipboard Markings; N/A,these forklifts will be for ashore use only 5-13.T: Striping;Only required if supplying an EX forklift, Contractor is responsible
