- This SOURCES SOUGHT is being issued by the Southeast Regional Maintenance Center (SERMC) as a means of conducting market research to identify parties having interest in and the resources to support the upcoming BARGE Habitability under an Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price type contract for a base period of one (1) year and four (4) option year periods to support ship home ported in Naval Station Mayport, Jacksonville, Florida and possible Barge Habitability services on Naval Submarine Base King�s Bay, Georgia. Barge habitability consists of maintaining cleanliness and operability of the barges and accomplishing maintenance and repairs while the barges are occupied by ship�s personnel during ship repair periods.� Barge habitability also includes accomplishing various maintenance, repairs, and upgrades during idle periods. This is NOT a Request for Proposal (RFP) and in no way constitutes a solicitation nor obligates the Government to award a contract for this announcement, nor will the Government return any data provided. The purpose of this Sources Sought synopsis is to seek out interested businesses capable of fulfilling this requirement. All responses to this Sources Sought is STRICTLY voluntary. SERMC is contemplating a single award indefinite delivery, indefinite quantity (IDIQ) firm fixed price contract. Market research is being conducted to determine industry interest and capability in performing the upcoming BARGE Habitability requirement. The applicable North American Industry Classification System (NAICS) code for this procurement is 336611 � Ship Building and Repair, with a small business size of 1,300 employees. The notice of interest should include a capabilities statement that addresses the following items to demonstrates the Contractor�s capability to perform the services described herein. The capabilities statement shall include: 1. The Contractor�s ability to manage, as prime contractor, the types of tasking as provided in this notice; and 2. The Contractor�s technical ability, or potential approach to achieving technical ability, to perform at least 5% of the cost of the work with its own employees; and 3.�Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance but does not limit the interested Contractor�s approach to demonstrate capability. NOTE: Only information provided in the written Capability Statement shall be considered It is requested that all interested Small Business concerns, including but not limited to Small, Small Disadvantaged Business (SDB), 8(a), woman-owned, HUBZone, veteran-owned, or Service-Disabled Veteran-Owned Small Business (SDVOSB) respond with a Capability Statement with a maximum of 10-pages to be used to determine the availability of Small Business concerns for this requirement.
