- I. DISCLAIMER THIS NOTICE IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes � it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Responses will be treated as information only and will not be evaluated as a proposal. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. A return response from the government regarding RFI submissions is not guaranteed. The RFI respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation from future announcements or contracts. Respondents should indicate which portions of their response are propriety and should mark accordingly. NOTE: This RFI is not associated with any previous or ongoing RFPs or Fair Opportunity Proposal Requests issued by the DAF. II. BACKGROUND The 18th Maintenance Group (18 MXG), Kadena Air Base, has identified a need for mobile, laser based foreign object debris (FOD) detection system. Due to the surety of this system for the mission, only certain equipment is authorized for use on the airfield at Kadena Air Base. The need stipulates laser based FOD detection versus the industry standard RADAR based design. RADAR based systems pose a hazard due to how it interacts with certain types of munitions. In the worst cases, RADAR can cause accidental detonation. In light of this, using RADAR based systems poses an unacceptable risk to the aircraft at Kadena Air Base. Furthermore, RADAR based systems are unable to detect FOD originating from any stealth aircraft. Kadena Air Base regularly hosts rational and transient stealth aircraft from a variety of units and any Radar based systems capabilities would be reduced due to their presence. � In order to combat these issues and mitigate risk of a substantial failure on the airfield, visual inspections are conducted by 18 MXG personnel. However, current inspection techniques are unable to consistently identify all areas of damage or pieces of FOD on the airfield. These oversights often lead to abrupt airfield failures such as cracking in the pavement. Once these failures occur flying operations can be halted or severely curtailed until the necessary repairs can be made.� � A mobile, laser based FOD detection system will provide the 18 MXG with the capability to detect virtually 100% of FOD on the Kadena Air Base airfield, as well as identify faults forming in the taxiways and runways that would otherwise be invisible to current inspection techniques, and finally would provide the 18 MXG with the capability to detect stealth aircraft derived FOD. III. SPECIFIC INFORMATION OF INTEREST/SALIENT CHARACTERISTICS This requirement is broken down into two sections; airfield requirements and the equipment listing. � Section 1: Airfield Requirements; 1.1: Mobile system able to mount to almost any vehicle 1.2: Detect FOD 2mm or above in real time traveling at a minimum of 50MPH 1.3: 3D Scan with ability to detect different sizes, shapes, materials, colors � 1.4: Self Calibrating 1.5: Ability to be a stand-alone system 1.6: Alert driver in real time when FOD is detected 1.7: Detect FOD on all airfield surfaces in all light conditions 1.8: Record GPS coordinates and physical characteristics of FOD 1.9: Collect pavement data; cracking, potholes, macro-texture, rutting, pavement images, surface raveling, joint/faulting, roughness/longitudinal profile, geometry, video logging, rubber detection. � Section 2: Equipment listing; 1.
