PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order for Neuroport Intracranial EEG Acquisition System Upgrade to 512 channels for the NINDS Functional and Restorative Neurosurgery Unit (FRNU) original equipment manufacturer (OEM) Blackrock Microsystems, 630 Komas Drive Suite 200, Salt Lake City, UT 84108. These are custom equipment systems and the OEM utilizes factory-certified service engineers and proprietary software to service them. The OEM does not certify or authorize any third parties to supply their Neuroport Intracranial EEG Acquisition System Upgrade within North America. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 1000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) currently in effect at https://www.acquisition.gov/ STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Project Description Trade name: NeuroPort 512-channel neural data acquisition system Product�s brand name: NeuroPort 512-channel real-time data acquisition system Manufacturer's name: Blackrock Microsystems Model and part number:� PN12679 NeuroPort 512-channel real-time data acquisition system PN13037 NeuroSnap splitter box 1-256 ch PN13038 NeuroSnap splitter box 257-512 ch � System must be able to support up to 512 channels. � System must be able to sample neural data at up to 30 kS/sec. � System must include 16 �5V BNC analog input channels. � System must be compatible with the touchproof connectors from the standard clinical intracranial electrodes. � System must be compatible with Blackrock micro-electrode arrays (Utah arrays). � System must have the ability to run customized closed-loop exeriments in real-time. � System must support a MATLAB and C++ software interface. � System must be compatible with Micromed and Natus clinical recording systems. � Contractor must include a trade-in value for two (2) Blackrock Microsystems 128 channel Neuroport Data Acquisition Unit. � Trade-in deinstallation Purpose and Objectives The purpose of this acquisition is to trade in an existing NeuroPort neural signal processing system to an upgraded system to record up to 512 channels of electrical activity from the human brain at one time. Our experiments seek to understand the complex and broadly distributed human memory system through the analysis of electrical activity from voluntary participants in a short, clinically determined period of time; thus the efficient acquisition of electrical neurological signals is necessary. The upgrade of our current (256 channel) system to 512 channels will allow us to gather more neurological data from more brain regions in the same limited period of time. It is imperative that the acquisition system be compatible with our our existing equipment (e.g. Blackrock micro-array electrodes, which are the only FDA-approved micro-arrays) so that we can continue collecting data for our ongoing experiments. The Blackrock Microsystems NeuroPort system is the only system capable of integrating with our current neurological recording setup. Period of Performance 60 days ARO. �CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this Notice must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement utilizing OEM-certified trade-in system. In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.�� All responses must be received by 11:00 AM EDT March 12, 2024.
