- The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), National Center of Complementary and Intergrative Health (NCCIH), Division of Intramural Research (DIR) plans to procure, on a sole source basis, maintenance and support services for two (2) Milli-Q Advantage A10 Water Purification Systems from: EMD Millipore Corporation (dba Millipore Sigma) 25760 Network Place Chicago, IL 60673-1257 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210 and the business size standard is $34M.� The NCCIH/DIR has ongoing research projects which include the use of the two Milli-Q Advantage A10 purifications systems. This provides the consistent and efficient removal of pyrogens, proteins, and other organic contaminants to ensure a high level of water quality for primary nerve-cell culturing and eliminating labor and resources for making pure double-distilled water and contamination from storage. The Milli-Q Advantage A10 purifications systems require maintenance services in accordance with the manufacturer�s specifications by authorized Original Equipment Manufacturer (OEM) technicians. Millipore does offer equipment for purchase through the Government Scientific Source GSA MAS Schedule; however, maintenance services are not offered. Millipore is the original manufacturer of the instrument, sole provider of preventative maintenance services, emergency services, and OEM-trained technicians to provide onsite service, and troubleshoot and diagnose issues that occur during equipment operation. The required maintenance is not authorized through any other entity. The use of a third-party vendor to provide the required services could result in the alteration of the system calibrations, jeopardizing the ongoing research, and interfering with experimental data that relies on the current system to remain the same. Therefore, the Government believes the use of the incumbent service provider shall minimize the risk to the research related to variability in the systems calibration. This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government�s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contract Specialist, Elizabeth Vitucci, at elizabeth.tucker@nih.gov no later than 11:00 A.M. EST on Friday, March 1, 2024 (03/01/24). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV.
