Notice of Intent to Sole Source HT941024N0016 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE FOR COMMODITIES AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHO-CD), Echo Branch intends to negotiate and award a firm-fixed price new five (5) year Purchase Order (PO) contract with a base year and four option years for Neonatal Pediatric Inhaled Nitric Oxide (INO) therapeutic gas utilized by Naval Medical Center San Diego (NMCSD) in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: INO THERAPEUTICS, �LLC 675 Mcdonnell BLVD Hazelwood, Missouri 63042-2301, United States The North American Industry Classification System (NAICS) code for this requirement is 325412 - Pharmaceutical Preparation Manufacturing; the business size standard is 1,300 (in number of employees). The Product Service Code (PSC) is 6505 Drugs and Biologicals Products. The objective of this sole source award is to establish a five (5) year PO contract for INO gas supply delivery at NMCSD, Directorate of Medical Services, Pulmonary Department. Estimated Delivery Dates: Base Year: 30 June 2025 Option Year 1:� 30 June 2026 Option Year 2:� 30 June 2027 Option Year 3:� 30 June 2028 Option Year 4:� 30 June 2029 Delivery location: 38400 Bob Wilson Dr. San Diego, CA 92134. Based on market research and previous acquisition history, it has been determined that INO Therapeutics LLC. is the only source that can meet the Government�s minimum requirements to provide therapy Supplies for Neonatal Pediatric Inhaled Nitric Oxide (INO) gas. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required INO gas supply. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
