Description
Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 8 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing Push-to-talk over cellular (PoC) service for existing cellular phone network that will enable VA Medical Center staff to use mobile phones as walkie talkies with unlimited range; allow a single person to reach an active talk group with a single button press; and provide half-duplex communications while one person transmits, the other(s) receive for the Bruce W. Carter VA Medical Center and associated Community Based Outpatient Clinics (CBOC). The North American Industry Classification Systems (NAICS) is 517112. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 517112. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice and no contract will be directly awarded on the basis of this Sources Sought Notice. Any information submitted by respondents to this Sources Sought Notice shall be voluntary. This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this Sources Sought Notice is not a request to be added to a prospective bidders list or to receive a copy of any forthcoming solicitation. If so, please provide the contract number and a copy of the contract with your response. Response: Bruce W. Carter Veterans Affairs Health Care System (Miami VA) SCOPE OF WORK Bruce W. Carter Veterans Affairs Health Care System (Miami VA) is seeking to expand radio coverage. The contractor shall provide all time, labor, materials, management, and travel for communication service that allows Push-to-talk over cellular (PoC) as a service option for a cellular phone network that enables subscribers to use a PoC as a walkie talkie with unlimited range. SCOPE OR WORK Contractor shall provide a typical push-to-talk (PTT) connection which connects almost instantly. Service shall provide the ability for a single person to reach an active talk group with a single button press; users shall not need to make several telephone calls to coordinate with a group. Push-to-talk cellular calls shall similarly provide half-duplex communications while one person transmits, the other(s) receive combining the operational advantages of PTT with the interference resistance and other virtues of mobile phones. Contractor shall provide service that complies with the policies, standards, and regulations of the VA, including local, State, and Federal laws and to the best of their abilities. Contractor shall provide service that utilizes access to all commercial carriers such as ATT, and T-Mobile will be required via a service contract to provide redundant PTT (Push-To Talk) Network coverage. Dispatch Consoles Specifications: Integrated communication/management platform for computer-aided dispatch, push-over-cellular (POC) radio console, record management system, and electronic citation management.
