Description
Introduction: This Request for Information (RFI) does not constitute an invitation for bids, a request for proposal, a solicitation, or a request for quote. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. All information contained in this RFI is preliminary, subject to modification, and is in no way binding on the Government. The Government will not reimburse responders for any costs associated with the preparation or submission of the information requested. The Government does not intend to pay for information received in response to this RFI. Response to this RFI is strictly voluntary. Response, or lack of response, will not affect any potential offeror's ability to submit an offer if a solicitation is released. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked �Proprietary� will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. The Government may request that responders provide additional information/details based on their initial submittals. Per FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Background: Submarine CCRP parts support Los Angeles and Virginia submarine classes. The parts are used during Engineering Refueling Overhaul (ERO), Engineered Overhaul (EOH), Depot Modernization Periods (DMP), and the Docking Selected Restricted Availability (DSRA) periods. CCRP parts are critical to the timely completion of planned maintenance and acquisitions of the parts needed. Objective: NAVSUP WSS has issued this REQUEST FOR INFORMATION (RFI) to obtain feedback from industry to assist with acquisition planning for a five year multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated NAICS Code for these requirements is 332911 � Industrial Valve Manufacturing and the Size Standard is 750 number of employees. The anticipated contract value is $49 million. The NIINs are shown on Attachment �1�. NAVSUP WSS is seeking responses for the following questions:????? Proposal submittal timeframes Will issuing a five year multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract allow your company to reduce the amount of time required to submit a qualifying quote at the order level? If your answer is no, please state why. How long would your company need to submit pricing with lowest price technically acceptable (LPTA) evaluation criteria at the order level? How long would your company need to submit pricing with tradeoff evaluation criteria at the order level? Potential non-price evaluation factors include past performance, capacity, delivery�etc.� Government Supply System The U.S. Government intends to remove the ability to use the Government Supply System on this five year multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. What barriers, if any, do you see with the inability to use the Government Supply System? If use of the Government Supply System is not authorized, will your company submit quotes? Would removal of the Government Supply System impact contract delivery in a positive or negative way? Would your company be able to submit a lower or higher Repair Turnaround Time (RTAT) as a result of this change? What questions do you have relating to the inability to use the Government Supply System? Industry base including prime and subcontractors What subcontracting possibilities exist for the NIINs on attachment 1? Capacity information What are capacity constraints your company could face with execution of a five year multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract? How can these capacity constraints be alleviated? Repair Turnaround Time (RTAT) Repair Turnaround Time (RTAT): the contractual delivery requirement is measured from asset Return to the date of asset acceptance under the terms of the contract (days). For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor�s facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. What does your company�s Repair Turnaround Time (RTAT) look like for the NIINs on attachment 1? What roadblocks exist or could exists for the NIINs on attachment 1? Submission Information The Government�s intent is to receive and review industry feedback/questions to assist with acquisition planning for a five year multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract. All answers to questions that provide clarifications to the posted potential requirement will be provided as an update to this notice. Due to this public posting, no proprietary information may be included in any question submitted by industry. The Government will not answer any question that includes proprietary information. Your response to this RFI, including any capability statement, shall contain no classified information and shall be electronically submitted via email to Amanda Gowdy at amanda.a.gowdy@us.navy.mil and Aaron Heit at aaron.heit2.civ@us.navy.mil in either Microsoft Word or Portable Document Format (PDF). The deadline for response to this request is 4:00 p.m. Eastern Daylight Time, 13 March 2024.
